OPERATIONS RESEARCH ANALYST
Summary You will serve as an Operations Research Analyst in the NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. Responsibilities You will help prepare detailed technical reports of completed estimates, assuring adequate correlation of data, integration of all pertinent considerations, and substantiation of conclusions with some support from the supervisor. You will participate in the preparation and presentation of finished estimates and may recommend future actions to improve precision of analytical results, data utilization, and decision-making capabilities. You will provide analysis to the contracts/proposals assigned using historical and industry data to provide a fair and reasonable assessment of cost, schedule, and risk. You will help prepare comprehensive reports of completed analysis, assuring adequate documentation, integration of all pertinent considerations, and substantiation of conclusions. You will provide insight into cost, schedule, and funding performance of weapon system programs with respect to total program resources, program technical baseline, and program risks. You will help develop cost methodologies, analyze risks, resolve conflicts, and develop estimates. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional OPERATIONS RESEARCH ANALYST performing the following duties: 1) Developing appropriate techniques to measure operational effectiveness, solve problems, enhance performance, and increase efficiency utilizing principles, methods or techniques (i.e., statistical analysis, computer modeling, mathematical programming, and economical analysis); 2) Developing operational level assessments in support of maritime and Theater Security Cooperation (TSC) operations and exercises; 3) Developing operational and strategic level assessment products in support of Command planning staff and Echelon Commanders; and 4) Developing and present both oral and written assessment findings to Officers and Senior Executives. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
