Operations Research Analyst

Responsibilities Designs and develops appropriate techniques to solve problems, enhance performance, or increase efficiency and effectiveness over agency human capital and financial programs Develops new approaches to forecasting in such areas as agency benefit changes, attrition, recruitment, Department policy impacts, personnel support rations or complex agency manpower initiative studies Recommends changes and improvements to existing analytical and modeling systems and implements mathematics, statistical, and econometric models, tools, and techniques to analyze issues and increase forecast accuracy Performs a broad range of data science research analyses assignments entailing unique problems, creativity, standard and advanced approaches, and/or new technologies. Serves as key analyst and recognized expert in performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques, and provides advice and insight about the probable effects of alternative courses of action. Requirements Conditions of Employment Qualifications All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. To qualify for an Operations Research Analyst, your resume and supporting documentation must support: A. Basic Education Requirement: A Bachelor's Degree or higher in operations research; OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement, you must have one year specialized experience at the GS-13 or equivalent level. Specialized experience includes: Developing analytical and predictive models to conduct operations research analysis to support an organization's decisions, solve problems, or increase efficiency and effectiveness in operational problems and procedures. Developing data visualization and dashboards using tools such as PowerBI, Tableau, or equivalent Translating complex data insights into strategic recommendations for senior leaders Managing and querying large complex datasets from multiple sources (e.g., HRIS, LMS, survey platforms, time & attendance systems, financial management systems) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret level. Drug Testing: You will be subject to random drug testing. PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability. Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.
