Operations Manager - Marine Operations/OCCM
Overview ***This position is physically located in the Marshall Islands in support of LOGCAP*** Under the supervision of the Department Manager, the Operations Manager – Marine Operations/On-Condition Cyclic Maintenance (OCCM) is responsible for assisting the Department Manager with the day to day operational execution of all LOGCAP Marine functions at the assigned location, supervises and provides leadership to assigned personnel, and has responsibility for problem resolution, planning, execution, and leadership of LOGCAP function across the Marine Department. The Operations Manager must demonstrate exemplary planning, management and leadership capabilities, especially in the areas of scheduling, collaboration, team building, talent development, fiscal/human resources management, and process improvement. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Assist the Department Manager with the day-to-day operations of the assigned Site; provides oversight to the assigned locations Operations staff. + Oversees the planning and execution of shipyards (OCCMs) for all applicable vessels. + Provides leadership, consultation, and mentoring to all assigned personnel, creates + development opportunities for junior leaders and fosters a culture of continuous + teaming throughout the organization + Determines parts, supplies, and material requirements for job accomplishment + Develops Statements of Work in conjunction with Port Engineer for subcontracting services, and communicate with Supply Chain to obtain parts and assistance in troubleshooting, as needed + Ensure Technical Inspections are completed as necessary + Ensures all repairs have been completed satisfactorily before equipment is returned to service. + Establishes and maintains standard practice plans for OCCM activities + Generates work plans for assigned projects, to include estimates of materials and labor required for completion + Accurately inputs O&M data, as well as, projects long range maintenance issues + Ensures repair facilities are kept neat, clean, and in good working order + Prepares written reports per company and regulatory agency directives. + Ensures the proper Personal Protection Equipment (PPE) for the assigned tasks is worn at all times. + Takes decisive action to eliminate unsafe conditions. + Performs other duties as assigned. Qualifications + Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. + Enginemen “C” School or equivalent. + Refrigeration & Air Conditioning System Technical Course or equivalent. + Must be CAC eligible and/or able to obtain a Common Access Card (CAC) + Must be a U.S. Citizen + Experience: + Six to eight years as a manager in a multi-disciplined environment comparable to that offered under this contract. + Preferred background in military Hull, Maintenance & Electrical (HM&E) preventative maintenance (PM), Shipyard Operations/Builders Trials, and System Operability Verification Test (SOVT). + Three (3) years of shipyard/new class development project management experience. + Preferred: Five (5) years shipyard/new class development project management experience + Skills: + Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required. + Strong interpersonal skills are required. + Ability to exercise discretion and good judgement is required. + Attention to detail with a high degree of accuracy is required. + Advance ability to communicate in English, both verbally and in written form is required. + High-level organizational and planning skills, so that workflow is managed and accurate is required. + Supervisory Responsibilities: + Assists with the Management of assigned personnel as required. + Working Conditions: + Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. + Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well. + Physical Requirements: + Medium and up to Heavy work. Exerting up to 50 pounds to 100 pounds of force occasionally, and/or up to 30 to 50 pounds of force frequently, and/or up to 10 to 20 pounds of force constantly to move objects. + Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. + Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices. + Must comply with all Fire and Safety Regulations and post policies.
