Purpose
This position is responsible for the Environment, Health, Safety & Quality (EHS&Q) performance, production capacity and reliability of the ASU and HYCO plants of the Company. The objective of the incumbent is to coordinate the supply/demand of the required products and meet the sales demands at the lowest total cost. The responsibilities of the incumbent also include coordinating production activities, AP OTS support, on-site management, maintenance engineering, and simultaneously ensuring consistent collaboration with EHS&Q and technical project teams. The incumbent is required to handle external affairs on behalf of the company's production department and coordinate internal resources in a timely manner to provide feedback to external personnel.
Nature and Scope
The production director is responsible for ASU (A960/L340) and the large HYCO plant (which produces approximately 100,000Nm3/h of H2 and 28,300Nm3/h of syngas through the SMR+CO2 removal +CO cold box process). All compressed gas products are transported through the pipelines of Sichuan Petrochemical Company. In addition, the above-mentioned device also produces liquid oxygen, nitrogen and argon to support the important liquid bulk cargo and nitrogen service business in the AP Chengdu area.
The incumbent, reports to the CAPC GM and is responsible for the leadership and direction of the operations as well as engineering & maintenance site teams. A key element of this role is the direct interface with our onsite customer, which is PSPC, the incumbent has primary day-to-day communication responsibility.
This position has leadership responsibility and accountability for all activities of the site. Therefore, the incumbent should have a strong interpersonal skill set and leadership capability with a strong, diverse, technical background as well.
PRINCIPAL ACCOUNTABILITIES
1. Responsible for compliance with all safety, health, quality and environmental regulations and Corporate requirements. Support and plant EHS&Q goals. Ensure EH&S goals are established and achieved. Ensure all non-conformances are investigated and corrective actions are implemented. Achieve no lost time, recordable or first aid injuries by maintaining safe operating practices, completing safety training and demonstrating leadership in BSP compliance.
2. Assist the General Manager to take charge of the company's production work, including but not limited to participating in the formulation of the company's annual operation plan, organizing and implementing the production plan, establishing production management system, checking production work, timely solving problems in production, and ensuring the smooth completion of production tasks.
3.Through effective cost management minimize manufacturing costs, with methods including but not limited to safe operation, environmental control and plant reliability. Meet plant yield targets.
4.Foster and support strong working relationships at all plant levels and with customers to ensure proper execution of business contracts and effective on-going supply of products and services. Lead routine communications and periodic meetings concerning customer interface activities.
5. Managing operation team to manufacture products that continually exceed or meet all product Quality Specifications, including but not limited to, convening regular production meetings, summarizing production situation and putting forward preventive and corrective measures, implementing, supervising and controlling production process indicators such as process, quality, equipment, cost and output, so as to ensure the complete completion of production tasks.
6. Accountable and responsible for operations related annual operating and capital budget.
7. Accountable and responsible the development of on-site team, including but not limited to actively promoting the progress of production team in skills, production methods and management means, establishing and implementing ISO related management systems, achieving operation excellence
8. Through the guidance, supervision and inspection of maintenance engineering related activities, the factory can achieve the highest stability, including but not limited to, supervision of equipment management, review of renovation schemes, supervision of maintenance activities, improve the intact rate and utilization rate of equipment.
9. Representing CAPC as Operations representative on plant related issues with customer and government people, coordinate internal resources to provide timely feedback and maintain corporate image.
10. Carry out tasks and requests from GM in a timely and efficient manner.
JOB REQUIREMENTS
1.Demonstrated managerial, leadership and interpersonal skills. A track record of success on Safety, Environmental, Quality and Employee Involvement.
2. A strong commitment to employee involvement, team building and diversity.
3. Experience in HYCO or ASU plant operation and maintenance or operations of equivalent complexity.
4. A demonstrated commitment to asset management programs.
5.A minimum of 15+ years in maintenance, engineering and/or operations management roles are desired. A minimum of a BS engineering degree is required.
