If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework._** **_*Approximately, 5% travel._** This position provides strategic leadership and coordination across the Aging and Disability Services Administration (ADSA) to guide the planning, implementation, and maintenance of integrated data systems and reporting tools that support long-term services and supports (LTSS) programs in Minnesota. The incumbent serves as ADSA’s primary coordinator and subject matter expert for high-priority projects that impact LTSS and require collaboration across Department of Human Services (DHS) and with other **state agencies. The role leads strategic planning, oversees modernization of data systems, and helps shape policy, infrastructure, and legislation connected to LTSS, behavioral health, and housing.** **The position requires strong expertise in LTSS policy and administration-wide data systems. It involves high-level judgment, discretion, and strategic thinking to advise DHS leadership. Decisions are based on deep program knowledge, interpretation of data analysis results, equity considerations, and operational insight.** **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.**_** Three (3) years of experience leading the development and implementation of strategic plans for modernization of data systems for human services programs, such as long-term services and supports (LTSS) programs. AND Experience must demonstrate the following experience: + Lead the planning, testing, and rollout of modernization initiatives. + Translate program and policy needs into clear technical requirements. + Direct business analysts and technical staff to design dataflows that support policy goals. + Build consensus and implement workplans with staff for whom without formal supervisory authority. **Preferred Qualifications** + Deep knowledge of LTSS human services systems, including modernization or program redesign. + Success leading large-scale projects and full lifecycle system implementations. + Expertise in data integration and interoperability across platforms (e.g., Agile Apps, MnCHOICES, Qualtrics). + Experience with legislative processes, policy development, and analysis of fiscal, policy, and operational impacts. + Demonstrated ability to coordinate interagency and cross-functional teams, including MNIT staff, program staff, and vendors. + Strong communication skills for executive briefings, stakeholder engagement, and advancing equity and inclusion. + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
