Operation Readiness, Activation, and Transition (ORAT) Project Manager
This Opportunity WSP USA is seeking an **Operational Readiness, Activation and Transition (ORAT) Project Manager** to support our onsite work at **Orlando International Airport.** This position will be responsible for developing and implementing Operational Readiness, Activation and Transition (ORAT) plans for various types of capital projects as a part of our OAR services at Orlando International Airport. They will ensure completed projects will transition to an end user in a safe, organized and efficient manner and in such a way as to ensure post-opening operational sustainability. Projects can range from complex terminal modifications, concourse expansion, roadway development, parking deck construction, safety and security upgrades, airfield modifications, airport support facilities, renewal and replacement projects, and stakeholder construction projects. This position will potentially coordinate action between multiple stakeholders, planning and design consultants and in-house staff, construction contractors, airlines, operators, and other stakeholders. They will help plan ORAT tasks, identify risks and issues, track ORAT schedules, report on progress, and make adjustments as required by each individual project. This position reports to the WSP Program/ Project Manager and will work alongside GOAA and WSP personnel and consultants. Your Impact + Works under very general supervision. + Depending on organization structure, may work independently with responsibility for an assigned function or program. + These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. + Works with WSP Program/ Project Manager and the Operational Readiness and Transition (ORAT) team to include development of the processes and procedure, budgets, and ORAT work initiatives. + Coordinates with Construction, Capital Improvement Program, Airlines, Concessionaires, Airport contractors and multiple Department of Aviation employee groups such as Operations, Security, Safety, MCO Enforcement, Finance, Commercial, Marketing, Communications, Customer Experience, Airline Affairs, Concessions, Parking, Ground Transportation, Sustainability, and others in the progression of projects through development and transition cycles. + Each unique construction project may require different levels of ORAT involvement. + Some projects require detailed coordination, interim operational readiness plan, risk mitigation, passenger relocation plans, trials, training, simulations, and adjacency adjustments. + Participates in meetings and makes presentations regarding ORAT objectives to airport staff and stakeholders. + Tracks progress and tasks in an agreed upon manner that provides readily available reporting. + Provides support and oversight for the safe operational transition of all activities being performed by the Department. + Participate in Planning and Development capital program/project review meetings. + Monitor and resolve ORAT issues that arise. + Attends project meetings as needed and host ORAT coordination meetings. + Will need to visit construction sites at various development intervals. + Will observe interim operational changes to confirm plans or develop recommendations for necessary adjustments. + Coordinates information, issues, and solutions with a wide variety of stakeholders per project. + Decision making responsibilities may include but not limited to monitoring current workload balance; working with stakeholders to resolve potential conflicts between construction and operations; collaborating with the project construction team regarding operationally driven decisions regarding project scope, schedule, budget, and recommendations. + Selects from multiple procedures and methods to accomplish tasks; May make purchasing or resource allocation decisions within organization guidelines. + Some technical decisions may be required of this position. + Provides guidance and training as required to lower level, interns, temporary employees, etc. Who You Are **Required Qualifications** + Bachelor's degree in Aviation Planning, Construction Management, Architecture, Engineering or a directly related field. 5-7 years of experience in airport operations, planning and/or project management, including aviation experience at an airport. + Be familiar with project management processes involved in the planning, design, and construction of a capital project, ideally at medium and large hub airports + Be familiar with ORAT project components + Be familiar with basic components of airport operations, passenger movements, basic airline functions, and other airport stakeholder operations + Must thrive working in a team environment + Must have the desire to learn + Have the ability to read and interpret airport-related design drawings and specifications + Have the ability to “think out of the box” to arrive at a creative solution when required + Be skilled to host different work groups in productive discussions to solve problems + Have the ability and desire to communicate both good and bad project news to superiors + Be skilled to clearly communicate (both in written and verbal forms) with all stakeholders + Have the ability to research topics or issues in preparation to meeting with leadership + Have the skill to prepare clear presentations with and well-written briefings + Have the ability to ask questions when confronted with an unfamiliar design or project management situation + Be skilled in operating a basic computer and software (i.e. Microsoft Office Suite) + Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job. The typical work environment is in a Department of Aviation office space. However, the proponent is expected to visit projects in the field under all weather conditions.
