Amentum is seeking a dynamic **_Oceania Science and Technology (S&T) Program Operations Lead_** with experience planning and organizing programs to support the U.S. Indo-Pacific Command (USINDOPACOM) J85 Science and Technology (S&T) Division for Joint International Experimentation at Camp H.M. Smith, Hawaii.

+ Can troubleshoot and determine financial solutions, and resolutions – when required in coordination with various team members and stakeholders through multiple communication channels.
+ Have supported planning, processing, and tracking for financial and procurement related documents and databases and are familiar with the requirements to maintain related archives and historical data.
+ Able to synchronize plans, administration, staff and knowledge management activities to brief higher headquarters’ staff enabling operational decisions and management activities.
+ Have utilized various supporting IT platforms to enable operational activities, such as Shared Drive, Share Point, and other web-based tools.
+ Enjoy working and thrive in a fast-paced, dynamic environment.
+ Have extensive project management experience and can work independently to successfully define and achieve objectives.
+ Can track USINDOPACOM activities with various stakeholders and develop recommendations when programs and budgets are either cost under- or over-run.
+ Collaborate and negotiate well with stakeholders having different priorities, views, or goals, and offer innovative solutions for compromise and/or conflict resolution.
+ Have experience working in the International Community and directly with our Allies and Partners (A/P).
+ Experience in exercise planning (JELC – Joint Exercise Life Cycle), being part of an operational planning team (OPT) and exercise execution.
**Duties include:**
+ Lead operational planning efforts and participate in international science and technology (S&T) and experimentation activities in both OCONUS and CONUS conduct exercises and/or individual test events. Frequent travel is required.
+ The individual must demonstrate the ability to plan, manage, and execute multiple S&T and experimentation events throughout the year. An experimentation team may consist of over 40 personnel.
+ Provide planning, coordination, and execution support for International S&T Engagement initiatives, to include the Pacific Operational Science and Technology (POST) Conference, and other innovation/S&T workshops and engagements.
+ Provide external stakeholder coordination, project/program planning and milestones, logistics, topic inputs, documentation, and capture and documentation of key engagement results.
+ Support the USINDOPACOM S&T office with normal staff activities, such as facilitating international visits/meetings, maintaining connections within the broader S&T community within Department of Defense (DoD) and with Allies and Partners.
+ Assist the government with travel planning for OCONUS and CONUS requirements, in support of engagements supporting region of responsibility.
+ Develop and maintain stakeholder, sponsor, venue and vendor contact lists for each engagement/test location.
+ At the conclusion of each S&T engagement, compile an operations-specific after-action report detailing the specific objectives met, vendors, lessons learned, and maintain project documentation from planning, execution and after-action reports to include recommendations for future S&T engagements and for areas of improvement.
**Minimum Requirements:**
+ Bachelor's Degree from an accredited college or university in a scientific, International Relations, or Political Science field (examples, but not limited to: engineering, physics, chemistry, operations research, math, computer science, International Relations, Political Science)
+ Excellent oral and written communication skills
+ Proficient in authoring analytical and/or policy documents
+ Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
+ Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO), Senior Executive Service (SES) level equivalents, and international partners
+ 3 to 5 years’ experience in military plans, including U.S. military exercises.
+ Demonstrated ability to manage projects, including managing project plans, schedules, cost, manning, etc.
+ Must have the ability to obtain a Secret clearance. Note: US Citizenship is required to obtain a Secret Clearance.
**Preferred Qualifications:**
+ Master's Degree from an accredited college or university, or Graduation from a military command and staff college
+ 5 or more years of experience in military plans, including U.S. military exercises. Joint experience desired.
+ 3 years' experience working in the USINDOPACOM area of responsibility (AOR)
+ Active Program Management Professional (PMP) Certification or similar
+ 3 to 5 years’ experience working with international allies and partners (A/P) in the USINDOPACOM AOR
+ 1 to 3 years’ experience planning, managing and executing multiple, large S&T experiments
**Compensation & Benefits**
HIRING SALARY RANGE: $140K - $170K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
