The PositionWe are seeking a highly skilled Government Affairs and Business Development Manager to strategically drive Roche Diagnostics' engagements within the Governmental/Public Sector. This role emphasizes fostering customer-centric relationships, advocating for favorable policy environments, and positioning comprehensive Roche solutions through value-based selling. As a trusted advisor, you will translate policy developments into actionable insights, build strategic partnerships, and drive business growth within the Saudi healthcare ecosystem. This role is essential for achieving our sales objectives and establishing Roche as a thought leader in the diagnostic and healthcare space.
The Opportunity: 1. Government Affairs and Policy StrategyDevelop and execute a government affairs and policy strategy aligned with Roche’s business goals and healthcare ecosystem needs.
Build trusted relationships with ministries, regulatory authorities, key policymakers, and industry associations to advocate for a favorable business environment.
Monitor healthcare policy trends and regulatory developments, providing strategic advice to business teams and leadership.
Represent Roche in public forums, industry groups, and high-level stakeholder discussions to position the organization as a leader in diagnostics.
2. Value-Based Selling and Business Development
Advocate for Roche's solutions by communicating their strategic and financial value to governmental customers.
Develop and initiate business opportunities for new products (e.g., CGM and Lumira DX) while expanding existing portfolios.
Collaborate with access and sales teams to deliver integrated communication plans and strengthen Roche’s positioning in government programs.
Provide policy insights and recommendations to support cross-functional business strategies, including sustainable access initiatives.
3. Stakeholder and Relationship Management
Build and sustain strong, trust-based relationships with government officials, policy influencers, healthcare professionals, distributors, and other strategic stakeholders.
Engage with MoH, NUPCO, and other entities to ensure seamless collaboration, tender execution, and stakeholder satisfaction.
Act proactively as an ambassador for Roche, addressing customer needs, market changes, and competitive dynamics.
4. Operational Excellence
Support the sales team with value-based and consultative selling approaches while monitoring sales activities in the public sector.
Collaborate on tender pricing strategies and ensure alignment with compliance and positioning standards.
Analyze evolving market dynamics, regulatory frameworks, and customer movements, providing actionable insights to support decision-making.
5. Thought Leadership and Advocacy
Anticipate future business challenges and opportunities in healthcare policies, shaping Roche’s strategy accordingly.
Represent Roche in industry bodies to advocate for conducive policies and establish Roche as a strategic partner in healthcare transformation.
6. Compliance and Ethical Leadership
Ensure adherence to local laws, regulatory requirements, and Roche’s compliance standards and Code of Conduct.

Who You Are:Bachelor’s degree in health sciences, Business Administration, or a related field (an MBA is a plus).5–7 years of experience in business management or distribution management, ideally within a healthcare environment.
Deep understanding of the Saudi healthcare system, policy-making processes, and market access dynamics.
Strong commercial and business acumen, with expertise in project management and financial planning.
Exceptional communication skills in both English and Arabic (written and verbal).
Proficiency in Microsoft Office (Word, Excel, PowerPoint).
Ability to work autonomously with sound analytical and decision-making skills.
