The position reviews designs, calculations, and other documents for details, accuracy, and completeness; examines the basis for air pollution controls and compliance with air quality standards and regulations; drafts technical analyses and proposed permit conditions for public notice; participates in cross­ functional projects within the Air Quality Division. Work is performed under minimal supervision. *Successful Candidate may be eligible for a hiring bonus* Human Resource Contact: DEQ HRdeq.hr@wyo.gov307-777-7939 ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. + Drafts and coordinates preparation of technical and complex air quality analyses for industrial facilities. + Collects data, and prepares studies, reports, permits, and summaries for a variety of projects with varying levels of complexity. + Reviews technical documents for compliance with requirements of the State, EPA, NPS/USFS, and other agencies. + Reviews blue prints, process designs plans and specifications for technical merit and environmental impact. + Reviews and approves or rejects application submittals. + Generate special provisions for all projects to address issues unique to each project. + Ensure that work activities meet project technical and policy requirements, state statutes and federal regulations. + Responsible for negotiating and securing agreement with industry groups and applicants. + Responds to comments from stakeholders and industry in contentious situations. + Coordinate with other programs, agencies, or outside entities. + Participate in environmental studies and public meetings. + Provide responses to appeals, lawsuits, or other public record requests. + Serve as an expert witness. + Trains, develops, and mentors staff. + Advise senior leadership regarding project budgets, schedules, and contracts. + Develops and implements operating procedures for engineers and scientists. + Participate in selection panels for environmental engineers and scientists. + Confers with staff of agencies in other states or other levels of government with regard to joint actions taken or to be taken, or in exchange of vital or useful information. + Resolve and recommend resolutions of applicant and contractor disputes and claims. + Confers with supervisor and colleagues, presenting and resolving difficult problems or questions, discussing plans and actions to be taken. + Conducts extensive research of existing and evolving emission control technologies. + Responsible for project documentation and maintaining electronic records for each application. Qualifications PREFERENCES: Preference will be given to applicants with a Bachelor’s degree or higher in the sciences KNOWLEDGE: + Knowledge of environmental concepts, state and federal statutes, and rules, particularly as they relate to air quality. + Knowledge of state-regulated industries as well as the associated air emission units, processes, controls, and release point facility model. + Skill, knowledge, and ability in planning, organizing, and managing complex environmental regulatory challenges and problem-solving by applying reasoned engineering/scientific judgment. + Skill in managing sensitive situations with competing interests in a political environment. + Knowledge of an ability to read, research, interpret, and apply Federal and State environmental rules and regulations as well as State policies and procedures. + Skill in building and managing teams comprised of professionals with diverse backgrounds and affiliations, balancing disparate goals/priorities, and dealing with difficult people. + Ability to effectively manage the work of technical staff and contractors in a team approach so that deadlines are met while maintaining quality to meet agency goals. + Ability to critically assess, in detail, written documents and technical work products, including scientific studies and modeling results. + Ability to work simultaneously on multiple projects with various deadlines and objectives, as well as be flexible and open-minded. + Strong written, spoken, and electronic communication skills with particular proficiency in explaining complex technical and/or regulatory issues and concerns to a varied audience. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in The Sciences) Experience: 1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Some travel may be required.
