Position Summary 

The Rice360 Institute for Global Health Technologies (Rice360), a multi-disciplinary institute at Rice University, is a leader in global health technology education, research, and implementation, with a distinctive focus on experiential and problem-based learning. Rice360 develops highly effective, low-cost healthcare solutions addressing critical healthcare needs in underserved communities and educates a cadre of future leaders to continue to innovate and implement solutions. Rice360 works closely with partners in underserved communities throughout the world, including low- and middle-income countries and the United States. Rice360 is the lead institution for the Newborn Essential Solutions and Technologies (NEST360) program. The NEST360 alliance is working with African governments to transform hospital newborn care by installing a bundle of rugged devices, educating clinicians to use devices and biomedical engineers to maintain them, and implementing locally-owned data dashboards to drive uptake and quality. 

The NEST360 Data for Action analytics manager, under the supervision of the Rice360 NEST360 director for quality improvement systems Christine Bohne and NEST360 quality implementation partner Lisa Hirschhorn, will provide analysis, visualization, and reporting on patient, hospital, and country-level data for NEST360’s “data for action” initiatives. The aim is to inform learnings from our work to: a) strengthen NEST360 activities in Kenya, Malawi, Nigeria, Tanzania, and Ethiopia, b) inform programmatic decisions, and c) support global evidence generation and dissemination. In addition, the NEST360 Data for Action analytics manager will lead a team of data analysts and provide guidance and support to enhance their skills and performance. 

Ideal Candidate Statement

The ideal candidate has significant data analysis experience, preferably within global health and international development in Africa and/or maternal, neonatal and child health programs, with a demonstrated record of meaningful contribution to the accomplishment of outcomes in a multi-sector project with academic, government and private sector partners. 

Workplace Requirements

This is a full-time position (Monday-Friday 8am–5pm) based in Houston, TX, with occasional early morning, evening, or weekend work required to accommodate time zone differences for important meetings with teams across sub-Saharan Africa, in the US, and the UK. Per Rice policy 440, work arrangements may be subject to change.

Hiring Range: $65,000 - $75,000/year, contingent upon qualifications and experience. 

This position is a term limited and funded by a grant, soft and/or restricted funds. Continued employment is contingent on the renewal of funding.

Minimum Requirements

Bachelor’s Degree Experience may not be substituted for the education requirement Two (2) years or more of research program/project experience, with progressively responsible work experience and demonstrated strong data analysis and reporting skills Education may not be substituted for the experience requirement

Preferences

Master’s degree or higher in international development, public health, engineering, science, business or other relevant field of study  Experience with multi-sector international development programs/projects  Experience in support of grant-funded programs/projects  Experience in support of large-scale integrated programs/projects in the areas of maternal and neonatal health and/or medical technologies for low resource settings    Experience in Sub-Saharan Africa, preferably in Malawi, Kenya, Tanzania and/or Nigeria Knowledge of software statistical packages such as Stata, SAS, R, or HLM Excellent analytical and research skills Excellent interpersonal and cross-cultural skills, with demonstrated sensitivity to low resource settings  Ability to work under deadline with flexibility, tact, good judgment, discretion, and take initiative  Excellent Fluency in English  Must demonstrate support for Rice360 Core Values: Innovation, Equity, Community, Integrity, Accountability, Empowerment and Transformation

Essential Functions

Manages the daily NEST “data for action” activities, including data clean-up and manipulation and data analysis Participates in the design, planning and implementation of research projects and data analysis Assists with, and where assigned leads, the dissemination of research findings and maintains systems for tracking project-related presentations, publications, and other outputs Creates, oversees, (and supervises others in) maintaining and communicating with research respondents across multiple projects Serves as an initial point person for research respondent correspondence and communication Oversees and contributes to the day-to-day activities of the project and research office functions Performs all other duties as assigned

Identifies, locates and obtains data / information Utilizes statistical software to quantify data Designs database models Builds automated reporting solutions Reports research findings Supports data visualization Ensures information presented is valid and accurate Develops presentations and reports Lead a team of data analysts. Provide guidance and support to enhance their skills and performance. Collaborate with cross-functional teams to ensure alignment and cooperation on data initiatives. Manage data for action analysis by delegating tasks to meet goals and objectives; overseeing the completion of work assignments; aligning team efforts; building accountability for and measuring progress in achieving results; identifying and addressing improvement opportunities; removing obstacles that impact performance; and guiding performance and developing contingency plans so all deliverables are met with quality in a timely manner. Analyzes data on a recurring basis, as well as fulfilling ad-hoc data analysis requests, and communicates results to answer questions related to the current status and progress of the NEST360 program.  Provides data-driven recommendations for contingency plans, decisions and action prioritization. Liaises with NEST360 country teams and stakeholders to compile feedback and determine needs related to the processes, reports, and tools  Liaises with NEST partner LSHTM to develop and refine the processes and tools under NEST360 Data for Action according to feedback and needs compiled at the country and facility levels.  Facilitates the exchange of data and data-related queries for NEST members outside the data team with LSHTM and serves as Rice360 primary contact internally and externally for matters relating to NEST360 Data for Action analysis Trouble-shoots issues that arise and reviews data reports for NEST360 team members to prevent miscommunication of NEST360 data.
