The Naval Criminal Investigative Service (NCIS) is an organization of over 2,200 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the Department of Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities.
HOW OUR SOFTWARE DEVELOPER WILL MAKE AN IMPACT:
Performs analysis, design, development, testing, and debugging of computer software
Supports stakeholder and product owner meetings to help define and validate software requirements
Supports the Project Manager on specified projects
Identifies gaps in requirements and helps solve problems for the supporting staff
Identifies sequencing of services and technologies that are integrated in later phases of the project
Maintains legacy applications
Collaborates with DBAs, System Admins, Test Engineers and Business Analysts to design solutions
Develop design artifacts
Develop ways to improve the performance of applications and increase system availability
Provides recommendations to infuse new technology
Full Stack web development using C#, ASP.NET MVC, ASP.NET Web API, Entity Framework, SQL Server
Support the front-end design, layout, and navigation of the web pages using HTML, CSS, JavaScript, jQuery, Bootstrap, and other libraries and tools
Support, maintain and enhance existing and new web applications
Support, maintain and enhance existing and new database schemas and stored procedures
Remain current on software technologies through continued education classes and self-learning to ensure maximum job knowledge, efficiency and creativity
WHAT YOU NEED TO SUCCEED:
Security Clearance Level: Active Secret clearance. Candidate must be able to obtain a TS/SCI clearance after hired.
Required Experience:
7+ years of Full Stack web development skills, using C#, ASP.NET MVC, ASP.NET Web API, Entity Framework, XML/JSON, HTML5/CSS3, AJAX, JavaScript, Bootstrap, jQuery, Telerik, web services
Ability to design the overall layout and site architecture of the web application and incorporate design features
Strong understanding of relational databases and object relational mapping (ORM) databases
Strong analytical thinking, problem-solving, attention to code accuracy and requirements' details
Must be self-motivated with ability to learn new technologies quickly and ability to perform tasks with little direction
Excellent interpersonal, communication and collaborative work skills
Strong background in object-oriented development techniques
Experience with Law Enforcement Data (major plus)
Experience in a fast-paced environment with a proven engineering, development, deployment, and maintenance of business-critical systems -- to include hands-on solutions development and implementation experience
Ability to translate technical issues into understandable business language for end users
Ability to establish and document new standards for quality, performance or productivity
Required Certifications: CompTIA Security+ CE
Education: Bachelor’s degree in Computer Science or related field
Location: Remote (Eastern & Central US time zones preferred)
US Citizenship required
