National Property Manager

Te kōwhiringa | The Opportunity 

Downer holds a long-term Asset Management and Facilities Management contract with the Department of Corrections and the Ministry of Justice. This Contract involves the proactive management and delivery of facilities services to a national portfolio including 15 prisons, 100 courts and 157 community correctional sites.

The National Property Manager is responsible for the overall business performance and people leadership of Downer’s Ministry of Justice sites and Corrections CCS sites across New Zealand. The role will be based out of Ministry of Justice head office and Department of Corrections head office for two days and one day a week respectively. The remaining two days from Downer office in Porirua. 

A bit about the role

A highly experienced and capable senior manager, the National Property Manager will be responsible for:

Champion a culture of Zero Harm through visible leadership and active engagement at all sites.Lead and manage site teams, Senior Property Managers, and indirect reports to ensure strong direction and performance.Oversee financial performance and KPIs, including cost control and productivity targets across the portfolio.Foster positive and collaborative relationships with customers, ensuring high-quality interactions and service delivery.Proactively identify, manage, and escalate business risks, including handling P1 and emergency events.Ensure safe, compliant, and efficient job delivery that meets performance targets and legal obligations (e.g., BWOF, HSNO).Manage sub-contractor performance to achieve value for money and oversee area-wide resourcing for self-delivery goals.Promote innovation, continuous improvement, and consistently model Downer’s values to build customer trust.

Nga pūkenga matua | Important Skills

10+ years of management experience in the facilities industry with strong people leadership and interpersonal skills.Proven ability to build strong customer relationships and drive team performance and productivity.Commercial acumen with strong fiscal, analytical, and numerical skills to manage costs and improve efficiency.Skilled in data interpretation and evidence-based decision making to guide operational activities.Experienced in ensuring quality, timely completion of work, and minimisation of rework.Strong time management, organisational abilities, and commitment to meeting deadlines.Knowledge of Health and Safety at Work Act 2015 and intermediate proficiency in MS Office tools.Has a current full driver’s licence.

This role requires regular and frequent national travel to all regions within NZ but can be planned to work within your schedule.
