Job Description:

The National Director, Solomon Islands and Vanuatu will strategically lead, develop and direct the implementation of all aspects of World Vision Solomon Island and Vanuatu cluster to ensure high Ministry quality and high impact on the field. Ensure/represent WV Solomon Island/Vanuatu to all donors, project partners, other WV Partnership offices and divisions, local Government, Church representatives and non-governmental organizations serving according to given Power of Attorney. Provide leadership, strategic direction and support in the development and implementation of an effective National Resource Strategy. Be accountable for all of aspects of WV’s work in the country. The primary responsibility of the incumbent ND would mainly be for the WV ministry in Solomon Islands; WV Vanuatu is led by a Country Director who would have the primary responsibility of the ministry in Vanuatu. 

The National Director, Solomon Islands and Vanuatu will:

Provide Strategy and adaptive leadership of WV Solomon Islands and Vanuatu in implementing work towards child well-being, ensuring a high level of integration and collaboration with partner Support Offices, and the South Asia Pacific Regional Office

Provide leadership through building strong partnerships with Government as well as local NGOs to build their capacity and strengthen Government systems in health, education, disaster management and climate change and social development. 

Actively engage in funding acquisition- building relationships and networks to appropriately position WV in Solomon Islands and Vanuatu to secure strategic funding opportunities to enable the operations. 

Provide strong operational management of all aspects of WV work in Solomon Islands and Vanuatu

Lead the development of strong Ministry Objectives that directly contribute to the achievement of child well-being outcomes 

Actively participate and, as appropriate, assume leadership role in the NGO Development Council and support work to ensure a clearer policy for registration of NGOs in Solomon Islands and Vanuatu. 

Provide positive people and culture management/ leadership for WV Solomon Islands and Vanuatu

Ensure compliance with all relevant laws, standards and requirements, including local country requirements.

Model a high standard of personal Christian leadership and provide spiritual nurture to team members

Ensure adequate preparation for and engagement in emergency response.

Major Responsibilities:

Strategic and Leadership

Ensure there is a documented country strategy, Ministry strategies and operating plans, and the latter have been derived from the office strategy and have clear, measurable short-term and long-term targets; Ensure that Ministry strategies are aligned with Regional and Partnership strategic priorities;

Ensure clear strategies for Finance, People and Culture, Communications, security, and other primary functions are integrated within the overall country strategy and operational plan and include the main priority areas identified in the respective Regional and Partnership Strategy. Facilitate and be accountable for the execution and monitoring of strategies; 

Provide strategic leadership to the Solomon Islands and Vanuatu staff, supporting and managing all WV Solomon Islands and Vanuatu operations to ensure implementation is efficient and effective and meets the goals and objectives of World Vision International and community partners. 

Provide leadership and evidence-based for strong decision making in partnership with the Region and key Support Offices. 

Funding 

Establish networks and relationships with key stakeholders to position WV Solomon Islands and Vanuatu to secure funding appropriately. 

Ensure the financial sustainability of World Vision ministry through a proactive approach to funding acquisition and marketing World Vision’s programs to potential donors.

Ensure appropriate high-quality concepts and proposals are developed to build on the relationships established with potential donors. 

Provide a view of pipeline projects, resources, and expense forecast.

Lead innovative initiatives

Partnerships and External Engagement

Develop strong partnerships with central government agencies and other local partners to support the strengthening of Government systems and the sustainability of WV programme outcomes. 

Represent World Vision to Solomon Islands and Vanuatu government representatives, UN agencies, local and international non-government organisations, ministry partners, churches, media, donors, and community leaders, and maintain productive relationships with these people.

Provide leadership within the NGO Development Council in country and continue to support efforts to have a single registration process for NGOs in Solomon Islands and Vanuatu. 

Ensure MOUs with relevant Ministries

Ministry Objectives

Ensure all programs and projects are integrated so that a true holistic approach to transformational development is found in the design, implementation, monitoring, and evaluation of WV's work in Solomon Islands and Vanuatu

Ensure donor-promised agreements are fulfilled and grants are managed to a high standard of excellence. 

Define a clear landscape view of the needs of communities in the Solomon Islands and Vanuatu, identifying needs at the community, area, and country levels to enable the story to be told to donors.

Governance and Risk Management

Govern (strategic, fiduciary, and generative leadership as well as spiritual discernment) the organisation with excellence as twin citizens of a global organization and ensure in compliance with Solomon Island and Vanuatu law.

Maintain complete accountability to Regional leadership on management of risks facing the organisation.

Ensure organisation is equipped to optimise risks toward achieving country strategy through a robust Enterprise Risk Management (ERM) policy, framework, and monitoring mechanism. 

Has overall responsibility for assessment of risks (including security, legal, reputational, compliance risks among others) and the development of security planning to mitigate assessed threats in WVs Solomon Islands and Vanuatu operations 

Minimize and mitigate risks to WV Solomon Islands and Vanuatu staff, assets and programs.

Ensure the office complies with all applicable local legal requirements and standards and various Partnership standards;

Represent WV Solomon Islands and Vanuatu in courts, if required

Ensure and oversee proper mechanisms for Safeguarding and other WVI Standards and Principles implementation;

Implement audit recommendations.

People & Culture Management 

Provide performance-based leadership that builds and motivates effective teams to achieve the complex scope of World Vision’s ministry and ensures accountability through appropriate performance management

Review and approve the office succession plan to ensure that proper capacity is in place and the succession plan is updated and executed

Develop and coach the senior leadership team in Solomon Islands and Vanuatu

Ensure effective Human Resource systems are operating for performance and development management of staff including recruitment and selection, orientation, development and evaluation to ensure ministry impact of the highest, cost effective quality, accountability and integrity.

Ensure gender and ethnic diversity at all levels according to relevant policies and guidelines.

Ensure the protocols and procedures for staff security, Safeguarding, risk management, stress management and staff care are implemented and monitored.

Financial management

Exercise good stewardship over all resources by maintaining financial control, procedures and records, according to accountability standards required by World Vision International. 

Ensure the management and regular, systematic review of all budgets, project funding, expenditures and accomplishment of ministry objectives and ensure all programs and projects remain with budget. 

Oversee compliance with all relevant sections of the Field Financial Manual including proper accounting systems and practices.

Ensure WV Solomon Islands and Vanuatu overhead budget is proactively managed in line with the funding secured to remain within % objective.

Christian Leadership

Model a high standard of personal Christian leadership, maturity and integrity as an example to staff and to commend World Vision to various publics.

Participate in and lead devotional meetings, annual Day of Prayer and other Christian events.

Emergency Response

Develop and maintain capacity to respond promptly to all Category I emergency relief responses.

Ensure adequate liaison with the WV partnership in the event of any emergency response, particularly Category 2 and 3.

Ensure the implementation of national and international HEA efforts related to policy implementation, systems and structures.

Required Professional Experience and Education:

9 + years of experience in leadership with International NGO.

Pacific experience and an excellent understanding of the political, social, religious and economic context in Solomon Islands and Vanuatu

Significant leadership experience particularly in securing funding in a variety of contexts. 

Experience in running an office or organisation, including managing strategy, system, structure and organisational culture.

Experience in managing disasters, development and social accountability as well as programmes that influence policy design and implementation

Cross-cultural leadership skill - candidates must have experiences working globally in different context and culture.

Experience in working in insecure environments

Commitment to social justice beliefs and values.

Experience in active participation in NGO/industry networks   

Knowledge of DFAT, MFAT, EU, UNICEF and Global Fund and World Bank Programmes.

Degree in international development, business administration, public health, social science, management or related discipline, preferably at Masters level.

Expert networker and relationship builder, specifically with MFAT, UN, EU, DFAT, Global Fund and Australian Management Contractors as well as other multilateral and bi-lateral donor

A firm understanding of complex security environments is essential. Operations are spread country wide, so ability to travel on a monthly basis to project sites is helpful.

Travel Requirement:

The position is based in Honiara with frequent travel to field offices in other provinces in Solomon Islands and sometimes to Vanuatu

Requires ability to travel (internally in country on a regular basis as well as externally).

Internationally - as required.
