This position overseas the operation if 13 motor vehicle offices, provides assistance to office staff if issues arise with drivers license, vehicle registration, and reinstatement units. This position works with government agencies and law enforcement when necessary. This position also gathers and reports production for each of the offices in their region. Minimum Qualifications Four years of the required experience for the following minimum qualifications must have been in the administration or enforcement of state driver's license or motor vehicle laws: Possession of a high school diploma or equivalent plus six years of experience in any field. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will substitute for one year of the general experience. NECESSARY SPECIAL REQUIREMENT: May be required to possess a current Louisiana driver's license at the time of appointment. Job Duties and Other Information Job Duties: -Through office managers and supervisors, the incumbent continuously monitors and observes the operations of the various field offices within the assigned region to ensure an efficient operational flow. This is intended to ensure smooth operation in compliance with existing laws as well as departmental policies and procedures. This includes providing administrative support such as insuring proper staffing, and determining additional needs in personnel, equipment, supplies, license plates, etc. This requires extensive travel throughout all offices in the region. -Assigns, reviews and evaluates the work processed by field employees and managers and provides assistance and information in unique situations/cases. These problems may develop from improper documentation, altered documents, irate customers, suspicions of fraud, and the misinterpretation of policies and procedures. Approves all types of leave for the office managers and rovers, maintains time and attendance as well as personnel files on each manager and rover within the region. Incumbent assists the office managers with those employees who are in need of counseling. Incumbent performs annual employee evaluations of office managers and rovers within the region. -Travels to all offices within the region for inspections and audits to ensure proper procedure and conduct are in order. Conducts staff meetings with office managers and/or employees as needed to discuss problems, explain new and updated policies and procedures, memorandums, etc., to ensure uniformity. Attends staff meetings, serves on committees when appointed, and assists the Field Administrator with various projects. -Responsible for the compiling of statistics for daily/weekly/monthly reports of employee production, inventories and other items used in proper distribution of personnel, equipment, plates/stickers, etc. Prepares reports of program activities and evaluates those activities. Reports are submitted to the Motor Vehicle Administrator/Field. -Confers and corresponds with taxpayers, notaries, attorneys, dealerships, financial institutions, insurance representatives, and court officials to seek additional information, provide technical advice and resolve problems. Confers with law enforcement agents in matters dealing with criminal activity involving motor vehicles, fraudulent driver licenses, improper or no proof of compulsory insurance, accident case records, and traffic ticket records. Reviews, independently and in detail, complex technical transactions for compliance with state laws and to ensure correct revenues are collected. Incumbent investigates complaints on employees and/or motor vehicles offices, dealerships, notaries and title companies suspected of illegal activity and based upon findings, forwards written report for possible law enforcement intervention. -Approves expense accounts, petty cash expenditures, supply purchases, etc for offices. Incumbent interviews applicants for positions within the department. Incumbent acts as mediator in conflicts that cannot be resolved at the office manager level of supervision. Incumbent ensures that safety meetings and inspections are conducted on a quarterly basis and that all accident/work injuries are properly reported.
