It takes us all working together Nature of Work The Mode Shift Coordinator leads efforts to increase participation in sustainable and multimodal transportation options in Rochester, with a significant focus on the greater downtown area—a regional employment hub that attracts a high volume of daily commuters. This position plays a key role in connecting surrounding neighborhoods and regional corridors to the downtown through coordinated Transportation Demand Management (TDM) strategies and multimodal transportation planning. The Coordinator is responsible for designing and implementing programs that reduce vehicle miles traveled , foster behavior change, and improve access to walking, biking, transit, and shared mobility options. This work involves extensive collaboration with regional partners, including the Rochester-Olmsted Council of Governments (ROCOG), major employers, developers, and community stakeholders. The position also supports transportation data management, capital project review, and policy development to advance equitable , sustainable mobility choices across the city. Starting salary range is $88,718-$104,375 depending on qualifications, with advancement to $130,469. DUTIES AND RESPONSIBILITIES The work below is representative of the scope of work performed within this job classification. Individual job duties will vary. *Transportation Demand Management (TDM) + Lead the development and management of a comprehensive TDM strategy, including setting performance metrics (e.g., VMT reduction) and ensuring alignment with citywide sustainability, mobility, and equity goals. + Design and implement multimodal transportation plans and behavior-change initiatives that encourage walking, biking, transit use, micro-mobility, and ridesharing through coordinated outreach, programming, and infrastructure planning. + Partner with Destination Medical Center, major employers, institutions, and developers to promote commuter trip reduction strategies, mobility hubs, last-mile solutions, and employee education (including City employee onboarding and orientation programs). + Coordinate with transit agencies and ROCOG to ensure integration of TDM and multimodal transportation efforts into regional service planning, data collection, and funding strategies. + Advance policies and programs that support mode shift, including parking reform, land use and development policy guidance, and equitable access to sustainable transportation options. + Analyze transportation demand and mode share data to inform investments, evaluate program effectiveness, and support planning and policy development. + Collaborate on and support transportation-related events and campaigns, including bicycle and transit promotion efforts with measurable outreach and education outcomes. + Oversee annual budgeting for bicycle counters . + Manage City approach to m ultimodal transportation-related grant funding, coordinat e with legislative staff on multimodal transportation matters , and assist with multimodal transportation grant applications . *Relationship Management + Serve as the City’s staff liaison to the Pedestrian and Bicycle Advisory Committee, coordinating meetings, agendas, and community engagement efforts to support multi modal transportation initiatives. + Co-l ead coordination with the Rochester-Olmsted Council of Governments (ROCOG) to ensure alignment of local multimodal transportation and TDM initiatives with regional transportation planning efforts and funding opportunities. + Oversee vendor management and marketing coordination for shared mobility services, including carsharing and bike sharing programs. + Facilitate relationship-building with the City’s major employers to build awareness of transportation options, incentive programs and opportunities to consider alternative modes *Transportation in Development Review & CIP Projects + Active representation of TDM strategies in the development review process for new buildings and existing building renovations to ensure transportation amenities and alignment with the City’s Active Transportation Plan are considered and included (commuter showers, bike racks, break rooms, transit stops, etc ). + Active representation of TDM strategies in the review of municipal Capital Improvement P lan projects. *Transportation Data Management + Support the Transit and Parking Department by tracking trends, collecting data, maintaining dashboard metrics, and contributing to reports. + Responsible for troubleshooting of data collection devices and sources. + Actively provide relevant data to local, county, regional, and state planning efforts. + Co-lead Pedestrian and Bicycle Advisory Committee (PBAC) with associated data reporting. *Perform other duties as assigned or necessary. *Essential Functions MINIMUM QUALIFICATIONS Education and Experience A Bachelor’s degree in Business Administration , Planning, Engineering, or other closely related field AND three years of full-time equivalent professional work experience in urban, transportation, or land use planning. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.
