This position is responsible for the investigation of alleged reports of fraud or abuse by applicants and recipients of MinnesotaCare. This position is expected to provide the expertise needed to develop and integrate the MinnesotaCare program integrity initiatives within the Office of Inspector General (OIG) Recipient Section for fraud prevention and control activities. The incumbent will function independently, and as a member of a team, investigating and resolving alleged reports of abuse and fraud. Additionally, after completion of the investigations, the incumbent will be responsible for preparing cases for criminal and civil proceedings if warranted, as well as referring cases so that funds erroneously paid may be recovered. The incumbent is also expected to recommend policy changes and/or corrective actions to reduce the incidence of abuse or fraud in the MinnesotaCare program.

Three (3) years of experience using investigative techniques and methodology to analyze and evaluate information pertaining to county and state programs.
Experience must demonstrate the following:
+ Knowledgeofrelated stateandfederal lawsandapplicablerulesandprocedureswhich govern county and state programs, particularly the MinnesotaCare program.
+ Lead and/or assist in preparing reports on the results of investigations.
+ Obtain and analyze data as needed to understand trends and patterns of fraud and abuse.
+ Lead and/or assist in developing training and presentations of fraud detection.
**Preferred Qualifications**
+ Knowledgeofallphasesofthecivil/criminaljusticesystemsastheyapplytothedutiesandresponsibilitiesofthe investigator,sothatallinvestigationsareprofessionallyconducted inaccordancewithstateandfederallawsand procedures.
+ Present the Departments position clearly, accurately, and must establish the legally defensible justification for the Department’s position.
+ Ensure that policies and procedures for investigations, referrals, and preparation of legal documents are current.
+ AbilitytoestablishandmaintainaworkingknowledgeofDepartmentcomputer systems(MMIS,MAXIS,METS).
+ Establish and maintain a working knowledge of databases (i.e. Minnesota Driver and Vehicle Services (DVS), Equifax -The Work Number, Minnesota Department of Employment and Economic Development (DEED), and Systematic Alien Verification for Entitlements (SAVE).
+ AbilitytoestablishandmaintainaworkingknowledgeofMicrosoftExcel, MicrosoftWord,andStatisticalAnalysis System (SAS).
+ Businessprofessionalskillstoeffectivelycommunicateverballyandinwriting.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
