This position exists to lead/directing the planning, development, implementation and operation of electronic data submissions for the Minnesota Electronic Disease Surveillance System (MEDSS), and conduct research projects, advanced data analysis, data visualization, data modeling, and data standardization. The incumbent leads/directs collaborations with program managers and staff, vendors, MN.IT, and internal and external stakeholders to identify technical standards, develop processes and develop specifications for data submission into MEDSS to ensure that disease information is received, organized and accessible for public health decision making. Working as a MEDSS ELR Lead Informatician you will: + Develop and conduct complex and highly technical research of MEDSS data using modern data analysis and statistical tools. + Evaluates and identifies issues, establishes onboarding priorities, and proposes solutions related to electronic data submissions. + Ensure quality of data, design and develop new methodologies and interpret findings. + Lead and provide expertise regarding interoperability standards, such as HL7, LOINC, SNOMED and others that apply to MEDSS and ELR, including other national, state and emerging technical standards such as electronic case reporting, health information exchanges and state to state data exchange. + Conduct evaluations and develop protocols for new programs and/or for areas with little or no procedural precedent. This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion. **Minimum Qualifications** Four (4) years of experience in data science, analytics, interoperability, data equity, informatics, business intelligence, artificial intelligence, and data strategy, data modernization, governance and research. + Experience coordinating health informatics or IT-related projects, including planning, timeline development, and stakeholder communication. + Experience documenting system processes, business requirements, and end-user support materials. + Experience with public health information systems, especially disease surveillance systems and/or public health and/or health case data messaging. + Experience using health information standards such as FHIR and HL7. + Experience working with IT technical staff to support large applications. **Preferred Qualifications** + A master’s degree or certificate in health informatics or a closely related field. + Understanding of the MEDSS system and the underlying software in the current implementation. + Experience working with interoperability standards such as HL7 v2/v3, CDA, FHIR, LOINC, SNOMED, and ICD coding. + Experience with Jira, scrum, sprints, and agile development. + Experience with standardized electronic data feeds such as ELR, eCR, and MMGs. + Experience with data visualization tools such as Tableau, PowerBI, and R Shiny. + Familiar with data lakes, data warehouses, and APIs. **Additional Requirements** + The selected candidate will be required to successfully pass a criminal background check and employment reference check. + This employment does not require a valid driver's license, but it does require travel, which the candidate will be responsible for meeting.
