Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2 (Clinical) positions in the Chief Medical Informatics Officer (CMIO). The incumbent will work as part of the EHR Transformation Project Team, serve as a key subject matter expert on clinical mental health standards, practices, and operations.Specific duties include, but are not limited to, the following: 1. Clinical Workflow Analysis and Design: • Conduct thorough analysis of existing mental health clinical workflows (e.g., intake, assessment, diagnosis, treatment planning, medication management, therapy sessions, discharge planning) across the state to identify areas for standardization and optimization within the new EHR system. • Collaborate with clinical teams, stakeholders, and the EHR implementation team to design and develop standardized workflows within the EHR that reflect best practices in mental health care, ensuring compliance with regulatory requirements and clinical guidelines. • Contribute to the configuration and customization of the EHR system to align with the specific needs of mental health services, ensuring all clinical functionalities (e.g., alerts, order sets, clinical decision support tools) are optimized for mental health workflows.2. EHR Content Development and Validation: • Provide expert guidance on the development and validation of mental health-specific clinical content within the EHR, such as standardized templates for assessments, progress notes, and treatment plans. • Ensure that the EHR accurately captures and supports all necessary clinical data elements required for comprehensive mental health care, including diagnoses, symptom tracking, risk assessments, and progress monitoring. • Collaborate with the EHR implementation team to integrate and validate mental health treatment guidelines, evidence-based practices, and screening tools within the EHR.3. Training and Support: • Develop and deliver comprehensive training programs and materials for mental health professionals across the state on the effective use of the new EHR system, focusing on clinical workflows, documentation, and data entry. • Provide ongoing support and mentorship to mental health staff during and after the EHR go-live, troubleshooting issues and offering guidance on system utilization. • Facilitate workshops and presentations to educate stakeholders about the benefits and functionalities of the new EHR system within the context of mental health care.4. Quality Assurance and Improvement: • Participate in system testing, including unit, parallel, and user acceptance testing, to ensure the EHR system functions as intended and meets the needs of mental health clinicians. • Monitor and evaluate the effectiveness of the EHR implementation within mental health settings, identifying areas for improvement and recommending optimization strategies. • Analyze data trends related to EHR utilization, clinical outcomes, and compliance within mental health programs, providing insights to drive continuous improvement.5. Collaboration and Communication: • Act as a liaison between mental health clinical teams, IT, and external vendors, ensuring that the EHR system meets the evolving needs of mental health providers. • Foster collaborative relationships with various stakeholders, including physicians, nurses, therapists, and administrative staff, to ensure successful EHR adoption and integration. • Communicate project progress, risks, and issues to supervisors, stakeholders, and the EHR implementation team in a timely and effective manner.6. Compliance and Regulations: • Ensure the EHR system and related workflows comply with all relevant federal, state, and local regulations and standards related to mental health care and electronic health records, including HIPAA and other data security requirements. • Stay abreast of the latest research, trends, and best practices in mental health care and EHR technology, incorporating new knowledge into the EHR implementation process.
Minimum Qualifications Transfer:Candidates must be permanent in the Mental Health Program Specialist 2 Clinical title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.Non-Competitive HELPS Appointment:Candidates must have a bachelor’s degree in a health or human services area AND you must have three years of professional clinical experience in a federal, state, or local government operated, licensed, certified, or funded mental health program.A master's degree in social work, psychology, counseling and community psychology, nursing, mental health counseling, psychoanalysis, or rehabilitation counseling, can substitute for one year of specialized experience.
