**Summary**
The Bureau of Specialized Services for Children (BSSC) in the Division of Program Development and Management (DPDM) has overall responsibility for program policy governing a wide range of services and programs for children provided under the Medicaid program including the Children’s Health Home program, the voluntary foster care agencies (VFCA) 29-I Health facilities, Home and Community Based Services (HCBS) Children’s Waiver for children/youth with behavioral health, medically complex, and developmental disabilities need. The incumbent will assist with Medicaid policy development, implementation, and oversight; analyzing current and proposed service provision; reviewing and updating provider guidance materials; and providing technical assistance via correspondence and conducting training with providers, participants, and other stakeholders.
The candidate must have strong written and interpersonal communication skills and be proficient with using Microsoft Office applications. The candidate must also possess strong problem solving, decision-making and time management skills. The preferred candidate possesses knowledge of pediatric diagnoses and diseases that impact children's development and activities of daily living and has experience with pediatric home health care and related medical supports/supplies and has knowledge of Medicaid and Medicaid services. In addition, the ideal candidate understands Children Services including medical and behavioral health conditions regarding the various children’s populations of Serious Emotional Disturbance, Foster Care, Medically Fragile, Developmental Disabilities, and Substance Use and other chronic conditions.
**Responsibilities:**
1. Become knowledgeable and develop an understanding of the Children’s Health Home program, Home and Community Based Services (HCBS) Children’s Waiver, Children and Family Treatment and Support Services, and Foster Care/29-I services to determine changes and or enhancements to the services and programs.
1. Assist the supervisor and staff in the Office of Health Insurance Programs (OHIP), Division of Program Development and Management (DPDM) in a broad range of planning, implementation, evaluation, and reporting activities.
a. Research regulations and develop policies, procedures and guidance documents related to a wide range of subjects relevant to the development, implementation, and management of the children services, inclusive of developing power points, presenting training webinars, drafting guidance documents and announcements.
a. Lead program projects and initiatives addressing needs within the Children’s Services design including the oversight of the Independent Entity service provision and monitoring Health Homes providing Health Home Basic Services.
a. Assist with the evaluation of HCBS providers, and the review and evaluation of service authorizations for Fee-for-Service members and work collaboratively with Medicaid Managed Care Plans.
a. Respond to program inquiries, provide technical assistance to providers and program staff, and communicate with and provide program education to members/caregivers.
**Additional Qualifications:**
Understanding and knowledge of Children Services with clinical or practice knowledge regarding medical and behavioral health conditions. Good communication skills and ability to work with providers and State agencies regarding the various children’s populations of Serious Emotional Disturbance, Foster Care, Medically Fragile, Developmental Disabilities, and Substance Use and other chronic conditions. Understanding and knowledge of Medicaid and Medicaid services.

b. Assist the supervisor and staff in the Office of Health Insurance Programs (OHIP), Division of Program Development and Management in a broad range of planning, implementation, evaluation, and reporting activities.
a. Research regulations and develop policies, procedures and guidance documents related to a wide range of subjects relevant to the development, implementation, and management of the children services, inclusive of developing power points and presenting training webinars.
a. Lead program projects and initiatives addressing needs within the Children’s Services design.
a. Synthesize information and feedback to determine the need for new services or changes to current services. Evaluate and research implementation strategies for the services.Present solution focus information regarding program services to the team and supervisor.
f. Collaborate and work with staff, contractors, and state partners regarding various project and program aspects of Children Services of the Health Homes and HCBS program as well as State Plan Services.
g. Assist with oversight and management of team assignments, and provide technical assistance and direction to staff, as needed
h. Other activities as may be deemed necessary in response to the changing needs of OHIP.
**Additional Requirements and/or certifications desired for position:**
+ Bachelor's Degree and/or 8 - 10 years equivalent work experience
_*Employees must follow established work schedules. The usual work schedule is 37.5 hours per week, Monday through Friday. Normal work hours are 8:30 a.m. to 4:30 p.m. unless otherwise specified by the supervisor,_ _this includes a half hour unpaid lunch break_ _. Total work hours must equal 37.5 hours per week._
Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
Applicants must be authorized to work in the U.S. This position is not eligible for work authorization sponsorship including H-1B sponsorship) by SSO. Under the federal laws relating to the F-1 STEM EAD program, SSO may be able to support a STEM EAD extension application at the sole discretion of your Designated School Official.
