The Opportunity 

Abt Global seeks a Senior Associate with deep policy and management consulting experience relevant to Medicaid Managed Care and managed care organization (MCO) monitoring and oversight. The successful candidate will have roles on Centers for Medicare & Medicaid Services (CMS) funded projects and support business development opportunities within Abt’s Domestic Health portfolio. The candidate enjoys working with large teams and building and maintaining relationships with clients. They will maintain excellent relationships with federal agencies/sponsors as well as Abt partners and consultants and can serve as a subject matter expert (SME) in Federal Medicaid, managed care, and managed care organizations (MCOs).  

Core Responsibilities:

Serve as task lead, SME or key staff for Federal Medicaid, managed care, and MCOs on project teams  Demonstrate and apply expert knowledge of Federal Medicaid and MCO reporting requirements, regulations, program implementation and monitoring related to MCO performance, quality measurement, reporting to federal authorities, and network access and adequacy Lead the development of Federal Medicaid and managed care related deliverables by conducting research and analyses and drafting memos, reports, and other analyses. Oversee task team contributions, reporting requirements, and ensure accuracy, timeliness, and integrity with delivery of client deliverables.  Manage tasks/subtasks and workstreams staffed by large interdisciplinary teams within Abt, including subcontractors and consultants Demonstrate an interest in process improvements to improve efficiency and quality  Coach, review and delegate work to early and mid-career staff Support business development efforts related to Medicaid and managed care

What We Value 

Master’s Degree + Thirteen years of relevant experience, or PhD + Eight years of relevant experience Demonstrated experience translating research and making it accessible to practice, policy, and/or government audiences.  Effective communication in English, orally and in writing. Ability to thrive in a dynamic environment, thinking critically and creatively to solve problems and respond to client requests in situations where guidance is unclear or absent, is comfortable with ambiguity and changing direction US work authorization required and ability to obtain and maintain clearance access for HHS information systems.   Active credentials to work on CMS’s systems is strongly preferred. Robust experience leading tasks and workstreams, experience with large projects and business development opportunities/proposals (e.g., multiple workstreams, complex technical teams, subcontractors) related to Federal Medicaid and Medicaid managed care required. State experience is not required but a plus.  A well-rounded interpersonal skill set with the capacity to build relationships with clients, funders, and to work effectively in a team environment.  Aptitude and interest in mentoring less-experienced staff and managing multidisciplinary teams.  Prior experience applying AI tools to improve efficiency and quality is preferred.

This position offers an anticipated annual base salary range of approximately $120,000 to $190,000 .  Salary ranges may vary downwards by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
