MEAL Officer

 PURPOSE OF THE JOB:

The purpose of this role is to ensure efficient and effective monitoring and evaluation (M&E). This involves the regular review and update of sida project’s MEAL frameworks and M&E tools, partner MEAL plans, ensuring their alignment with both IRC and donor requirements, and the operational context. The candidate will design, implement, and oversee MEAL survey phases, monitor project implementation across sida project sites in the Northwest and Southwest regions, and enhance data visualization and reporting mechanisms. Additionally, this role demands active participation in the research agenda of IRC, partner coordination, and the capacity building of field and partner M&E personnel. This position plays a crucial role in supporting the IRC and its partners in fulfillment of reporting obligations to keep all activities aligned with IRC’s mission, thereby maximizing impact, and ensuring accountability to stakeholders.

SPECIFIC RESPONSIBILITIES

Monitoring Evaluation Accountability & Learning

·         Participate in the design of project log frames/results framework, develop project monitoring tools to track project activities and indicators.

·         Under guidance of the MEAL Manager, support preparation and implementation of baseline, midline, and endline assessments, including tool development and identification of gaps and recommendations for adaptive management.

·         Organize periodical ongoing project review, and progress monitoring by involving beneficiaries and relevant stakeholders

·         Track programs/project progress against set target benchmarks

·         Provide technical assistance, consistent, supportive supervision to project/partner staff on information management system, proper data collection and record keeping meeting monitoring objectives

·         Update the M&E plan and indicator tracker timely and provide feedback to program staff on status and quality of implementation. Produce analytical, timely and accurate M&E reports on weekly, bi-weekly, monthly, quarterly basis or as scheduled to produce program reports

·         Conduct regular data verification exercises to ensure reporting and collection of quality data

·         Document findings from data quality audits and store in project files for collective and sustainable access

·         Contribute to submission of high-quality reports as needed, by reviewing data shared in the reports by project/program officers and partner MEAL staff.

·         Work with the client responsiveness team to ensure all projects have downward/forward accountability mechanisms and work with project staff to make sure its implementation

Information Management and Reporting

·         Establish and maintain project information management system

·         Submit data set to update country office wide program database on monthly basis

·         Ensure project documents are stored online using Box file.

Capacity building and supervision

·         Organize training/orientation for project staff and/or enumerators on the monitoring tools and data collection.

·         Conduct training. Mentoring and coaching for project staff on M&E

·         Perform other duties assigned by the supervisors.

Coordination and Collaboration

·         Draft detailed budget for MEAL activities and cause its harmonization with the project budget.

·         Assist in the management and monitoring of project budgets and finance.

·         Maintain regular budget control, ensuring spending within available unit cost and budget lines.

Minimum Qualifications:

QUALIFICATIONS

Education:

·         Bachelor’s degree in development studies, social sciences, statistics, public health, economics, public administration or relevant field.

Experience:

·         At least 3 years’ relevant professional work experience in designing and implementing Monitoring & Evaluation (M&E) frameworks, baseline, mid-line, and end-line surveys within international development or emergency contexts. A background in food security & livelihood, environmental health and protection mainstreaming in monitoring and evaluation.

Knowledge & Skills:

·         Specialized Certifications in Monitoring and Evaluation (M&E), Training in Data Visualization and Reporting Tools; ODK, CommCare, Power BI, NVivo, Ms excel, SPSS, Tableau, QGIS.

·         Quality Assurance: Ensuring programming activities meet quality standards through regular monitoring and quality checks.

·         Negotiation and Influence: Skills to engage with various stakeholders and drive positive changes.

·         Monitoring and Evaluation (M&E): Proficiency in designing and implementing M&E frameworks, tools, and systems.

Language:

Fluency in both oral and written communication in English language, limited knowledge of French and excellent knowledge of the local language (pidgin) is an added advantage.

Position directly works with SIDA project Officers, Senior officers, Assistants, partner MEAL focal point(s) and other M&E Unit staff
