Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is located in the Air National Guard, Mission Support Group, Mission Support Group, Logistics Readiness Squadron, Materiel Management Flight, in the Asset Management Section. DEFINITION OF AREA(S) OF CONSIDERATION: Area 1 = Enlisted members of the Louisiana National Guard. Responsibilities Duties & Responsibilities: (1) Manages, controls, oversees, coordinates and implements the base mobility assets program and function. Serves as the technical advisor to satellite units and Geographically Separated Units providing their mobility custodian with current information, guidance and training and accomplishes periodic inspection of their activity. Establishes augmentee requirements to support and sustain initial response and post deployment actions. Provides supervision and training to appointed augmentees. Provides day-to-day management and oversight of assigned personnel and monitors daily mobility assets operations and activities. (2) Responsible for the automated Mobility Inventory Control Accountability System (MICAS) database to include the installation of software upgrades and regular database backups. Serves as the system administrator to manage and update mobility bag inventory data by loading, changing, and deleting personnel, kit configurations, locations, lot/contract information; and issues individual stocked items, generates hand receipts and condemns stock. Ensures data integrity and proper accountability is maintained at all times. Collects MICAS roll-up reports from supported organizations and submits a consolidated monthly report to NGB. (3) Identifies mobility bag and customer individual protective requirements. Receives, stores and issues, Type A, B C, and D mobility bag assets. Controls shelf life assets utilizing Army Electronic Products Support (AEPS) and Joint Acquisition CBNR Knowledge System (J.A.C.K.S.), processes and approves customer requests for mobility bag requirements, requisitions mobility bag assets, performs research, verifies data etc. Determines storage requirements ensuring arrangement is in accordance with applicable directives. Storage should be conducive to a smooth and expedient issue process. (4) Establishes and controls the MRSP/CRSP program for all assigned units. Coordinates authorizations with NGB. Performs annual review with customers and identifies recommended additions to NGB. Maintains the Aircraft Sustainment Module (ASM) software and generates assessments to determine requirements for deployments and supportability of assets for SORTS reporting. Coordinates with supported organizations to determine critical parts required for specific deployments based on available cargo space. Has a custodial responsibility for all the program assets including classified, hazardous and high dollar value items. Develop storage plans and organizes warehousing to protect valuable assets from pilferage and damage. (5) Responsible for the storage of weapons identified for extended storage. Maintains currency on M-9 weapon. Maintains the weapons storage vault in accordance with AFI 31-101 and applicable directives. Responsible for coordinating with Combat Arms to complete required annual, pre and post embarkation inspections. Annually validate and indentify and changes to weapons authorizations based on the Logistics Readiness Annual Weapons Authorization Letter. Coordinate and schedule weapons inventories with owning organizations ensuring completion IAW AFMAN 23-110. Maintains physical security of weapons storage vault IAW all prescribed controlled area procedures. Coordinates with Unit Deployment Managers and Equipment Management Element to identify weapons required for contingency operations. (6) Establishes and maintains War Reserve Material (WRM) details. Determines and forecasts requirements, establishes details, coordinates funding, and provides storage. Ensures inventories are accomplished, and technical order compliance and time compliance technical orders are performed within maintenance schedules. Ensures shelf-life assets are rotated with peacetime operating stocks. (7) Responsible for leak and serviceability testing of the Chemical, Biological, Radiological and Nuclear Defense (CBRN-D) masks and components utilizing the Joint Service Mask Leak Tester (JSMLT). Must be familiar with JSMLT Concept of Operations and obtain training on use of the tester. (8) Provides MAJCOM with input for Air Staff data calls, reports, database rollups, and information pertaining to MICAS tracked mobility bag assets, Individual Protective Equipment, and Readiness Spares Packages. Provides critical fill rates/LIMFACs to supported base organizations for inclusion in their required SORTS/ART/DRRS reports. Manages and utilizes Aircraft Sustainment Module (ASM) for applicable reports and subsequent actions. (9) Develops base operating instructions, plans, and procedures involving mobility assets to include mobility bag, weapons, and readiness spares packages. Advises customers and assigned personnel of specialized or new policies, practices, and requirements. Reviews proposed instructions and plans and submits changes to initiating offices/ agencies, as required. (10) Performs other as duties as assigned. Requirements Conditions of Employment 1) National Guard Membership is required. 2) Males born after 31 December 1959 must be registered for Selective Service. 3) Federal employment suitability as determined by a background investigation. 4) May be required to successfully complete a probationary period. Qualifications GENERAL EXPERIENCE: Must possess experience or training which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions. SPECIALIZED EXPERIENCE: Must possess at least Six (6) months experience or training in receiving, packaging, and preparation for shipment; experience in compiling reports, overall warehouse planning, documentation requirements, and accepted warehousing methods, procedures and techniques; experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc. Education You must provide transcripts and/or other documentation as proof to support your Educational claims, and receive credit to meet the Education requirements for this position.
