Job Summary
Support all aspects of Manpower and Force Development as the Manpower Subject Matter Expert (SME) and Lead Manpower Analyst for the STARE Project Office. Including civilian, military, contractor, and matrix support. Implement the PEO manpower policy to include synchronization with the Program Budget Guidance and the Program Objective Memorandum. Provide force management assistance to subordinate Product Offices. Maintain accountability for military and civilian manpower. Develop and maintain TDA including the manning table documents.
Roles and Responsibilities
Serves as the STARE Manpower SME, provided authoritative manpower guidance and resolved complex Table of Distribution and Allowances (TDA)-related issues in direct coordination with the PEO Missile & Space Manpower Team and STARE leadership. Ensure manpower structure and authorizations supported mission objectives, complied with Army and DoD directives, and aligned with long-term operational planning requirements.
Exercise expert-level oversight and strategic management of the STARE TDA, ensuring continuous accuracy and alignment for all civilian, military, contractor, and matrixed support personnel.
Implemented PEO-level manpower policy, ensuring full synchronization with Program Budget Guidance (PBG) and the Program Objective Memorandum (POM).
Manage the STARE Request for Hire (RFH) process against valid TDA authorizations, ensuring staffing actions complied with manpower ceilings and reflected current force structure requirements.
Oversee the monthly reconciliation of the U.S. Army Combat Capabilities Development Command (DEVCOM) Manpower Priority Listings, ensuring STARE TDA remained accurate, auditable, and in sync with enterprise-level priorities.
Coordinate the Military Acquisition Position List (MAPL) with senior leadership, ensuring all acquisition-coded billets were accurately validated and updated in accordance with DoD and Army Acquisition Workforce policies.
Function as the senior point of contact for all manpower-related taskers assigned by PEO MS, including those pertaining to the POM cycle, MAPL reviews, and PrSM reporting.
Proctor the STARE Manpower Hiring Board process. Develop and institutionalize policy, procedures, and documentation requirements to ensure fair, consistent, and mission-aligned hiring practices
Generate statistical data sets to meet manpower reporting requirements; translated data into actionable insights to support internal briefings, audits, and resourcing strategies.
Develop and deliver executive-level briefings (O-6 and SES level) on manpower status, gaps, and planning forecasts. Present findings and recommendations to guide leadership decisions.
Participate in organizational studies to assess structure, roles, and functions in support of proposed reorganizations and efficiency realignments. Conduct analysis to justify manpower needs and identify optimization opportunities.
Supports Operations Directorate with other functions as needed.
Basic Qualifications
