This position is a key part of the CEO leadership team and will provide support, capacity, and mentorship to staff across the office who work on policy development and implementation, including regulatory and legislative policy and advocacy at the federal level. The Managing Director of Policy will work with Directors, Advisors and analysts on developing the office’s recommendations on key regulatory proceedings including those at the Public Utilities Commission, Air Quality Control Commission, and Energy and Carbon Management Commission, and address major barriers and pain points as they arise. This position will also oversee Director and Legislative Liaison work at the Colorado legislature, as well as provide support to other Advisors across the office in their work on policy development and advocacy at the state and federal level.

Description of Job
Starting Salary Range: $135,000.06 - $155,000.04 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

Responsibilities:
+ Oversee CEO’s policy work through close partnership with program teams, Directors, the Deputy Director and Executive Director.
+ Directly oversee the Colorado Energy Office Policy team.
+ Provide strategic direction and recommendation to the Executive Director and Governor’s Office on energy and climate issues.
+ Provide mentorship, and support to Advisors and policy specialists across the office. Serve as a sounding board and reviewer for policy advocacy including federal level response.
+ Oversees the development of the CEO’s strong working relationships with members of the General Assembly, key stakeholders and advocates, Governor’s Office and other agency partners.
+ Attend and represent CEO at legislative committee hearings and stakeholder meetings; be prepared to testify before the General Assembly or direct others’ participation.
+ Work with CEO staff, the Governor's Office and other state agencies to take policy positions on introduced legislation.
+ Oversee the work of the Regulatory group on the Policy team, including ensuring timely filing of testimony and comments in PUC proceedings.
+ Oversee, and when appropriate lead, stakeholder engagement related to PUC proceedings.
+ Work with other CEO staff to ensure consistent messaging on regulatory issues and items.
+ Monitor and periodically review team and individual program budgets including year to date spend, encumbrances, and upcoming procurement, and proactively work with directors to reallocate as needed to ensure efficient and effective spenddown.
+ Support annual and ongoing strategic planning efforts with Deputy Director and Operations team, establish annual and multiyear budgets, set meaningful goals and targets, and develop effective data collection, evaluation, and reporting strategies.
+ Support statewide goals and initiatives including equity and accessibility.
+ Support a culture of performance management, continuous improvement, and operational excellence.
Unit Director Duties:
+ Work with unit staff to implement, evaluate, and adapt strategies, as necessary.
+ Supervise the unit, and maintain employee performance and accountability. Identify unit staffing needs, and support employee professional development and training. Conduct staff performance evaluations.
+ Ensure unit staff are accountable for maintaining compliance with statutory requirements and the Governor’s Office Employee Handbook and office policies and procedures.
+ Create an environment in which CEO employees are valued and effective, and supporting attainment of CEO’s mission.
+ Meet regularly with CEO’s Leadership, including other Unit Directors to provide input and recommendations on office-wide priorities.
+ Work with staff in other units to help plan and implement policy strategies.
+ Collaborate with communications staff to develop targeted strategies, resources and materials.
+ Provide consumer education on energy policy and utilities in Colorado.
+ Work collaboratively with the Operations staff to streamline the office’s policies and procedures in order to reduce operational inefficiencies, and promote the use of data driven decision making throughout the organization.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
+ At least 5 years managing teams including demonstrated experience managing supervisors or managers.
+ At least 10 years of experience working in energy and energy policy.
+ At least 10 years developing, implementing, and refining programs, and managing and supporting program staff doing the same.
+ Excellent people skills and proven success leading a team.
+ Strong time management and organizational skills.
+ Strong written, oral, and presentation communication skills.
