Northrop Grumman's Enterprise Global Supply Chain (GSC) organization is excited to offer an opportunity to join our team as a **Manager Supply Chain Programs 3.** The selected individual will be the primary GSC interface to Sector Chief Information offices that are part of the Chief Information and Digital Office (CIDO). The successful candidate will work as a crucial member of the Sector CIDO's leadership team and will report directly to the Infrastructure Program Support (IPS)- GSC CIDO Director.
We are seeking an experienced Supply Chain Program Manager with extensive experience supporting the Information Technology discipline to lead complex enterprise-scale initiatives at the intersection of supply chain, IT and technology asset lifecycle management. This role will own end to end delivery of high-impact initiatives focused on optimizing sourcing and procurement practices in support of IT initiatives across the global enterprise. This role requires a proven leader who can drive transformation, align stakeholders across Supply Chain, IT, Security, and Finance, and deliver measurable outcomes in cost, compliance, and operational performance. A current security clearance is required due to the sensitivity of the environment and technologies supported.
**Key Responsibilities:**
+ Develop the sourcing strategy, plan, and execution of all material and services content for a collection of IT initiatives inclusive of agreement/contract renewals
+ Act as the main focal point for the assigned CIDO Service Line for the entire supply chain
+ Coordinate within GSC as well as cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers
+ Lead supply chain program execution and accountable for related IT activities, resource planning, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution
+ Own performance metrics, budget forecasting, and reporting related to software/hardware spend and utilization
+ Implement governance and process improvements tied to the assigned CIDO Service Line goals and objectives to enhance operational efficiency, cost take out, agility, visibility, and risk mitigation
+ Serve as a trusted advisor to senior leadership on IT supply chain risk, policy, and strategy
+ Brief executive management on the status and issues related to supply chain functions.
+ Successful collaboration and influence with peers, other functions, and all levels of management
+ Demonstrate leadership success and ability to manage direct reports located remotely an in closed / classified areas
+ Self-motivated and proactive, organized, and detail-oriented
+ Demonstrates success/problem-solving skills in supply chain, business management, operations, logistics, engineering, or program management
+ Ability to successfully manage supplier issue resolution
+ Strong business acumen and ability to operate in a fast-paced environment that consists of leading-edge technology suppliers across the IT industry
The manager of supply chain programs is responsible for activities and knowledge within multiple disciplines across the supply chain processes. This manager will exhibit end-to-end supply chain competency and manage supply chain functions. The successful candidate will provide direction to the team to ensure compliance with established policies and procedures and be able to influence direct reports, peers, other functions, and all levels of management. In addition, the successful candidate will possess highly effective interpersonal skills to communicate messages throughout the team and summarize content for executive-level briefings.
**This position will be virtual remote and can be performed anywhere within the continental United States.** **Teleworking arrangements are subject to change based on the needs of the business.**
**Basic Qualifications:**
+ Bachelor's degree and 10+ years of relevant experience OR Master's degree and 8+ years of relevant experience
+ Must have relevant experience in supply chain management, procurement, supplier/program/product scheduling and IT Operations
+ 5+ years of leadership experience (remote workforce management preferred)
+ Highly effective interpersonal skills, ability to summarize issues for executive-level briefings, commitment to fostering an engaging environment for others, and excellent communication skills
+ Working knowledge of SAP, Asset Management and License utilization software
+ Experience working with large data sets
+ Experience in dynamic program and supplier environments
+ Experience developing sourcing & procurement, negotiation and supplier management strategies to support internal customer needs, cost, and schedule
+ Experience in defense, aerospace or highly regulated industries supporting IT/Supply Chain
+ Candidates **must have a current DOD Secret level security clearance** (or higher) in order to be considered andmust have the ability to obtain, and maintain, a DOD Top Secret level security clearance to include SCI access level eligibility as a condition of continued employment
**Preferred Qualifications:**
+ Preferred experience in IT Software or related field
+ Experience running large-scale programs with significant material content
+ Experienced leadership in developing teams or working with teams &/or mentoring others in career development activities
+ Experience working knowledge of DCMA/DCAA and effective interfacing with these organizations.
+ Experience working with Supplier Performance management to develop management plans and quality improvement via KPI’s and Supplier interface
+ Experience with SQL, PowerBI
+ International Supply Chain experience
Salary Range: $154,600.00 - $231,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
