Northrop Grumman Defense Systems is seeking an experienced Global Supply Chain Subcontracts Administration Manager 2 to lead a diverse team of professionals engaged in supporting a large and challenging national defense portfolio of programs with a heavy focus on aircraft sustainment.  The position will be located in either Warner Robins, GA, or Huntsville, AL with occasional travel as required to meet program portfolio needs. 

We are seeking a highly motivated individual to lead and act as Global Supply Chain (GSC) subject matter expert for subcontracting and procurement actions across a wide range of contractual and business issues within the assigned IMS Operating Unit portfolio. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform with minimal supervision as lead of a procurement and subcontracts team supporting the full lifecycle of the assigned program portfolio, developing and  implementing solutions to complex challenges,  and lead their functional area in proposal efforts.

Roles and Responsibilities:

Encompass the full range of acquisition processes as a USG prime including participation in strategic sourcing decisions, domestic and international subcontracting, teaming agreement generation and execution, and preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures

Will have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans, lead negotiation teams, and review preparation and execution of  subcontract/ procurement files in compliance with Northrop Grumman principles and operating practices

Record of the ability to collaborate with program management and other multi-functional teams to drive projects and tasks to completion under tight time constraints

Will manage a team of supply chain professionals and oversee all aspects of Supply Chain for the assigned portfolio, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations

Ability to educate program teams, direct reports, and suppliers on processes, policies, FAR/DFARS, regarding procurement and subcontracting principles.

Basic Qualifications:

Bachelors (BS/BA) degree with a minimum of 8 years of progressive subcontracts/procurement experience, or Advanced Degree with a minimum of 6 years equivalent experience

Solid understanding of Department of Defense (DoD) as well as Commercial procurement principles, policies, procedures, and regulations 

Capable of working in a fast-paced environment, able to multi-task, make decisions in a timely manner and display strong interpersonal and leadership skills

Solid knowledge of FAR/DFARS and associated Federal Contracting regulations is requisite

Strong organizational skills and demonstrated ability to effectively communicate with myriad levels of the organization including but not limited to, developing and delivering clear concise communication verbally and written to leadership at the program, operating unit, business unit, division, sector, and customer levels

Ability to maintain high level of confidence in the areas of supply chain along with relative understanding of basic project

Ability to obtain and maintain Secret clearance

US Citizenship required


Preferred Qualifications:

Advanced Degree and / or Professional Certifications (CPSM, CFCM, CPCM)

Experience with SAP Procurement & Accounting Systems

Experience on programs focused on production and repair services

Experience developing relationships with and managing suppliers ranging from small business to large original equipment manufacturers

Minimum of 2 years managing team of subcontracting and/or procurement personnel with expenditures in excess of $50M annually

Active Secret/Top Secret security clearance

Salary Range: $122,800.00 - $203,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
