Northrop Grumman Mission Systems’ (NGMS) Networked Information Solutions (NIS) Division is looking for you to join our team as Manager Programs 3.  This is a full-time onsite position located in San Diego, CA.

This position plays a critical role in driving portfolio execution for our InSight Product Line.  You will be responsible for driving execution of critical efforts supporting the NIS Division, ensuring execution is within cost and schedule targets, supporting technical maturation of product line capabilities. You will lead a cross-functional organization aligned to performance goals that support the NIS division’s business objectives. Program Managers are responsible for leading all phases of the program life cycle.  Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems. 

You must have demonstrated experience successfully leading programs or portfolio of programs, experience with customer engagement, strategy development, Earned Value Management (EVM), and execution. You must have demonstrated experience leading diverse teams, be a strong communicator, and be able to work successfully within classified and unclassified arenas.  You will collaborate closely with business execution leadership across the division, and several business functions (e.g., business management, contracts, global supply chain, security, etc.).

Leading and directing cross-functional execution teams to meet cost, schedule and technical performance objectives.

Leadership of employees including mentoring, problem solving for all employees and functions supporting the product line (Engineers, support staff, contractors).

Measuring and reporting performance.

Delivering presentations to executive management and other business stakeholders.

Working with technical teams:

To design concepts, criteria, and engineering efforts for product research, development, integration and test.

Create, review and finalize the Statement of Work.

To establish and manage the execution of the baseline.

To develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

To identify, allocate and manage resources, including workforce planning.

To manage suppliers to meet business objectives.

Ensuring the team understands and adheres to work scope and manages change through control board activities.

Development and adherence to master plans and schedules.

Conducting thorough risk & opportunity management practices including identification, mitigation and realization.

Coordinate and collaborate with line of business management, strategy, business and finance, contracts and global supply chain, technology and engineering offices and functions.

Maintain relationships with internal stakeholders and functional organizations.

Excellent communication skills and ability to effectively interact with stakeholders.

Basic Qualifications:

At least +3 years of experience in program and people leadership and the ability to lead effectively in a diverse team environment.

At least +3 years of experience establishing expectations and driving the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

At least +3 years of experience building and maintaining strong customer relationships.

At least +3 years of experience with capture and strategy.

US Citizenship required.

Ability to obtain a current/active DOD Secret Clearance.

Preferred Qualifications:

At least 10 years of industry experience in capture leadership, business development, and/or program management.

Experience with Agile for Business tools such as Jira (Kanban) and Confluence.

A current/active DoD secret clearance.

Salary Range: $187,000.00 - $280,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
