Northrop Grumman Defense Systems (NGDS) sector is looking for a Manager Programs 3 to lead large program execution as part of the Integrated Battle Command System (IBCS) Operating Unit within the Global Command and Control Solutions (GC2S) Business Unit located in Huntsville, AL. IBCS is a network enabled, Modular Open Systems Architecture (MOSA) compatible Integrated Fire Control System and is the centerpiece of the U.S. Army’s modernization strategy for Air and Missile Defense. This is a full-time on-site position located in Huntsville, AL.

Program managers are responsible for leading all phases of program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). The primary objective will be the delivery of all contractual requirements under-cost, ahead of schedule, and first-time quality, while achieving all contractual requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.

Responsibilities include: 

Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesEstablishment and management of the program and subordinate baselinesConducting thorough risk & opportunity management practices including identification, mitigation and realizationDevelopment and adherence to master plans and schedulesEnsuring program team understands and adheres to contract scope, and manages change through control board activities  Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsManaging suppliers to meet program objectivesCultivating customer relationships and intimacy to develop further opportunities within the customer communityIdentification, distribution, tracking, and completion of program requirementsDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansDelivering presentations to customers, executive management and other program stakeholdersDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Adherence to all internal processes, policies, and applicable industry standards

Basic Qualifications:

Bachelor’s degree with 8 years or Master’s degree with 6 years of experience supporting U.S. Government contracts and customersMinimum 6 years of experience leading the performance of tasks on schedule and at or under cost with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business purposesExperience in program-level financial management and reporting (Earned Value Management, Control Account Management, Risk Management)Demonstrated customer interface skillsDemonstrated large-team organizational and communication skillsDemonstrated executive communication, presentation, and collaboration skillsUnderstanding of organizational financial management and reporting (Annual Operating Plan)Experience creating resource-loaded software development roadmaps that reflect customer priorities and align with customer schedules and deployment plansResource planning and staffing to planActive Secret or Top-Secret clearance

Preferred Qualifications:

Experience leading competitive captures and proposalsExperience leading large agile software development programsPrior Air and Missile Defense programmatic and/or technical backgroundUnderstanding of organizational financial management and reporting (Annual Operating Plan) and experience in program-level financial management and reporting (Earned Value Management, Control Account Management, Risk Management)Experience developing and managing engineering product linesProgram management experience in a defense technical industryFinancial experience in EVMS or similar cost and schedule management systemsUnderstanding of DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) concepts

Salary Range: $178,500.00 - $267,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
