Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 2, to lead the F-16 Block60 Program Area within the Combat Senser Business Unit’s Global Tactical Systems Operating Unit onsite in Baltimore, MD. The selected candidate for this position will be managing sustainment activities including engineering support, obsolescence mitigation, spares production and repair activities associated with the Block60 program.

The primary objective will be delivering contractual results meeting all cost, schedule, and quality metrics while also developing customer intimacy to support the business. The individual will lead a multi-disciplined, cross-functional matrix organization aligned to common program performance goals.
Program Managers lead all phases of the program life cycle from through startup, execution, and completion. The selected candidate for this position will:
Lead and direct cross-functional teams to meet program cost, schedule and technical performance requirements, including periodic earned value and estimates at completion (EACs).
Establish and coordinate workforce planning and staffing to effectively address customer requirements.
Establish, monitor and achieve program performance metrics.
Establish and manage program risks and opportunities.
Identify and resolve program problems, including management of return-to-green plans.
Effectively communicate and present to customers, company leadership, and program stakeholders.
Negotiate key contract terms and conditions, budgets, and schedule milestones and manage change.
Participate in proposal preparation including capture plans, terms/conditions and initial launch planning.
Coordinate with SCM and actively manage suppliers to meet cost, schedule, quality objectives.
Adhere to all processes, policies, and applicable industry standards.
Ensure program team understands and adheres to contract scope and proactively manages change.
Basic Qualifications:
Bachelor's Degree and 8+ years’ or a Master’s Degree and 6+ years of experience managing Department of Defense, Government contracts, or projects in other industries.
At least +3 years of experience leading the performance of tasks on schedule and within budget as either project lead, integrated program team or cost account manager.
Prior production or sustainment experience serving in a leadership role in some capacity (i.e. Operations Program Manager, Program Manager, Engineering Manager, etc.).
Experience in Cost Control, Quality, Scheduling, and Earned Value Management (EVM) experience.
Experience in affordability, operational efficiency, or build-time acceleration.
US Citizenship required.
Ability to obtain and maintain a DoD Secret clearance.
Preferred Qualifications:
Experience communicating and presenting in a multi-disciplined matrix organization.
Experience with the identification of problems/issues, and ability to drive them to closure in a timely manner.
Experience recognizing and responding to customer needs in order to develop additional sales that support organizational objectives.
A current/active DoD Secret clearance.

Salary Range: $149,400.00 - $224,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
