Northrop Grumman’s Mission Systems sector is looking for a Manager, Programs Level 1 to support the Strategy and Mission Solutions Team for the Networked Information Solutions Division.  The selected candidate may work onsite from any of the following NG locations based on business needs and individual preference: San Diego, CA, Linthicum, MD, Melbourne, FL, Gilbert, AZ, and Rolling Meadows, IL.

What You’ll Get to Do:

The primary responsibility will be the delivery of all contractual and stakeholder requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support division value creation strategies.  The individual will lead a cross-functional Modeling, Simulation, and Analysis (MS&A) organization aligned to division demonstration and product-line goals.

Program Managers are responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

Lead, train and mentor a high-performing team of mission analysts executing credible and relevant mission analysis consistent with sector best practices and MS&A methodologies

Ensure that appropriate facilities, tools, and processes are in place to support execution of the defined program of analysis

Provide direct support and coordination with international business development and internal product line demonstrations with relevant and impactful MS&A products and analysis

Cultivate customer relationships and intimacy to develop further opportunities within the customer community

Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

Identify, allocate and manage program resources, including workforce planning and budgets.

Preparation of charts and briefings on status/progress and processes; delivering presentations to customers, executive management and other program stakeholders.

Basic Qualifications:

STEM Bachelor’s Degree and 5 years, and/or relevant Master’s Degree and 3 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries. Relevant military experience will also be considered.

At least 3 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team, or cost account manager.

At least +1 years of leadership and communication experience across multi-functional and geographically dispersed teams to achieve a common goal.

At least +1 years of experience leading/executing MS&A projects based in AFSIM or similar simulation tools.

At least +1 years of experience managing external customers and internal functional teams.

US Citizenship is required.

A current/active DoD Secret clearance level required and the ability to obtain and maintain a DoD Top Secret clearance level and/or program special access clearance is required.

Preferred Qualifications:

Technical depth in one or more of the following areas: IADS Threat systems (to include broad Anti-Access/Area-Denial advanced concepts) Modeling/Analysis, IADS weapons, Communications modeling, Sensor Effects, Weapon Effects, Signature Management, Threat Analysis, Survivability Analysis, Advanced Sensors, and Countermeasures.

Experience formulating and executing analysis plans for live, constructive, or virtual simulation.

Experience related to radios, sensors, sensor integration, data processing/fusion, data links, and/or navigation.

General Systems or Mission Engineering skills (requirements definition, requirements analysis, functional design/decomposition, DoDAF, requirements decomposition/allocation, etc.).

Experience with agile methodologies and digital collaboration tools including Confluence and Jira.

Active DoD Top Secret Clearance (granted or renewed within the last 6 years) and ability to obtain special access clearance.

Active program special access clearance.

Salary Range: $112,200.00 - $194,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
