Yes County Albany Street Address Swan St. Bldg, Core 4, Flr 4 City Albany State NY Zip Code 12210 Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Assistant Director Information Technology Services 1 (M4), within the Digital Transformation Office, under Digital Engineering Bureau, the Manager of Information Technology Services 2 (SG29) will be responsible for the ideation, strategy, oversight and management of digital transformation products for various state agencies and special requests as they become known. The incumbent will also be responsible for developing product roadmaps that align with agency program delivery to constituents. Duties include by are not limited to:• Manage/oversee and provide strategic leadership and guidance to product teams• Develop proposals for products that meet agency needs and improve program delivery• Collaborate and provide oversight and support for product teams that include HCD/UX, project managers, business analysts, CISO representatives, business architects and technical teams• Oversee product teams to prioritize new products and staff assignments• Develop and enforce repeatable product management processes from ideation to delivery• Participate and contribute to strategic planning, governance and roadmap planning with agencies as appropriate• Perform a full range of supervisory duties for state and contract staff Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
