Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of Manager Information Technology Services 2 (SG-29), within the Digital Transformation Office, Digital Engineering Bureau, Engineering Services Section, the Manager Information Technology Services 1 (SG-27) will lead planning, design, and development of products, services, and solutions within the Engineering Services transformation team. Specific duties include, but are not limited to: ·Lead small to medium size full-stack development efforts to design and implement web, mobile, and API software products;·Perform architecture and technical design activities and peer reviews for new and ongoing projects. ·Develop, review and maintain technical specifications;·Manage and support enterprise platforms and/or services that are currently being maintained by the unit;·Assist in defining, gathering, documenting, and communicating business requirements from business and IT stakeholders;·Assist in fact gathering exercise and analysis of problem domains from business and IT stakeholders;·Assist in the preparation of project descriptions goals, objectives, and business requirements;·Collaborate with customer business analysts and developers to produce software designs;·Develop and maintain system documentation, including detailed written technical procedures and reports;·Prepare periodic written reports to inform supervisor of status of project to make recommendations, and to elicit guidance on changes in approach when warranted;·Participate in team meetings and work with users and IT staff to discuss IT solution options and assists in recommending appropriate system platforms for meeting program requirements;- Perform resource and release management duties including assigning tasks, providing guidance and oversight to other development staff; - Perform full range of supervisory duties.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
