Manager Budget & Business Performance
**Summary** This position is responsible for managing all day-to-day responsibilities of the BAS and BH Parent budget and financial performance process to ensure Baystate continues to execute its goals around the Value Compass Point. The scope of responsibility for this Manager includes the budgeting for approximately $200M in operating expenses, ~550 FTEs, across ~150 cost centers spanning both the I&T and Management divisions of BAS. Also included in the scope of this manager is the oversight of financial performance at BH Parent. BH Parent, and the underlying strategic initiative budgets, comprise ~$20M of the total $200M budget covered within the scope of this position. Included in Manager's responsibilities is the coordination of budget pieces of training with operational areas, ensuring the budget processes adheres to timelines, and continuous monitoring of budget to actual performance once entity budgets receive board approval. During the fiscal year, this position will also be responsible for the compilation and report of materials at the monthly financial close meeting. In addition to the operating budget process, this position will also be responsible for coordinating and tracking BH's annual capital budget process, a highly involved process that requires coordination with operational leaders across the health system. The duties of this position require exemplary MS Office and Axiom software skills. The budget department is a consistent recipient of special, ad-hoc, projects and initiatives throughout the year. With assistance from staff and instruction from the Director, this Manager will be responsible for the development, execution, and completion of these special projects. Three FTEs report to this Mgr of Budget & Business Performance. The Manager will lead these members on a day-to-day basis to orient, train, develop, and enhance the specialized skills required to execute at a high level. This Manager reports to the Director of Financial Analysis & Business Performance. In accordance with BH policies, the Manager will monitor the performance of team members and make recommendations regarding merit adjustments, hiring, promotion, and other HR/personnel-related activities. In addition to directly managing the day-to-day budget duties of BAS, and BH, this position is also responsible for ensuring finance leaders across the Baystate Health organization are all following consistent processes and timelines. In addition to the technical and team leadership requirements of this function, it is also imperative this Manager also have strong, open relationships with operational leaders as this Manager, along with the Director of Financial Analysis & Business Performance, will serve as key points of contact in the budget development and review process. This position will have consistent interaction with senior leadership. **Requirements** **1)** Maintaining and directing budget department team members to ensure department deliverables are produced timely and accurately. This manager position includes 3 full-time direct reports. Two FTEs specific to >$100M I&T division budget, with one additional FTE specific to the budget and financial performance of the BAS Management division, BH Parent company, and also capital planning & tracking for the health system. **2)** Develops and implement educational programs for budget staff, operations staff, and senior management related to the budget process, key performance indicators, and the Axiom software application. **3)** Responsible for the implementation, development, and maintenance of the budget function through the use of the Axiom software system. Development of consistent reporting of financial information (budget variances, KPIs, productivity standards, flex reporting, etc) across all covered BH entities, and coordination of variance explanations and corrective action plans. **4)** Responsible for investigating, communicating, and understanding significant budget to actual variances within the financial statements as they arise. **5)** This position will work closely with, and serve as the primary finance intermediary to I&T & Management division senior leaders. **6)** Known items included in Special Project responsibilities will include: 1) the ongoing required reporting associated with all Provider Relief Fund applications and reporting. 2) monitoring and tracking the performance of ROI assumptions that have been built into the ongoing IMPACT initiative. **7)** Responsible for ensuring all necessary communications and educational sessions are available to the finance representatives across BAS to ensure consistency across BH entities. **Required Experience** 5 years **Preferred Experience** 5-8 years **Skills/Competencies** Excellent oral and written communication skills, strong management experience, and the ability to team-build, lead, and work collaboratively with interdisciplinary professionals are essential. Experience with implementing, maintaining, and fully utilizing various business software applications required. Knowledge of operational financial management concepts such as flexible budgeting, productivity management, net revenue modeling, and cost accounting. Must be able to lead a team independently, and demonstrate financial solid acumen throughout all areas of hospital finance.
