Covenant Health has an exciting opportunity for an experienced Information and Privacy expert and leader to take on the role of Manager for the Information and Privacy office. While this position is based in Edmonton, travel to other Covenant Health sites may be required. A driver's license is required for travel between sites within Edmonton and provincially.

Description:

The Manager reports to the Corporate Director of Strategic Analytics and Health Information Management and leads the Information and Privacy Department. Key responsibilities of the position span expert-level advice and departmental leadership. Expert-level advice and services includes building strong relationships with diverse business leaders and stakeholders, providing privacy expertise and advising internal stakeholders, including senior and executive leadership, on regulatory compliance matters (e.g., HIA, FOIP, POPA, ATIA). Additionally, this role responds to access to information requests, completes privacy impact assessments, and completes investigations and other regulatory requirements (e.g., mandatory breach reporting) as it relates to privacy breaches. Leadership duties include but are not limited to overseeing daily activities of the Information & Privacy team, providing guidance, and assigning work priorities and managing various processes and policies for the Information and Privacy team (and organization as applicable), ensuring compliance with legislation. Additionally, as a leader you liaise with leadership, communicate decisions, and report regularly on team activities, risks, and issues. This role represents the organization to external entities, such as the Government of Alberta, provincial health agencies, and other health service delivery privacy offices, oversees formal inquiries, reviews, or investigations by the Office of the Information and Privacy Commissioner (OIPC) and acts as the primary contact for Covenant Health leaders in navigating complex privacy matters. This role is key in monitoring areas of information and privacy related risk areas, identifying improvement opportunities, and supporting strategic initiatives or special projects. This position is non-unionized.

A post-secondary degree in Legal Studies, Information Management or Business/Public Administration (equivalencies may be considered). 8- 10 years of experience in an Information Privacy or Information Security position. 3-5 years’ experience leading teams and services. In-depth knowledge of the HIA, POPA, ATIA Acts (formerly known as FOIP) and related legislation, including related regulations, policies and procedures. Awareness of current information access and privacy legislation, issues and trends. Ability to interpret and apply legislative principles and provisions including the ability to understand legal documents. In depth experience with the collection of health information, privacy breach investigation process, and related legislation, developing and completing Privacy Impact Assessments (PIAs) and complex file management. Efficient and effective research, analysis, problem solving, organization and communication skills. Knowledge and experience with Microsoft computer systems (e.g. Outlook, Word, Excel, PowerPoint) and software packages. In depth knowledge of SharePoint.


Additional Required Qualifications:

Experience with Connect Care or experience working with large scale EMRs and EHRs spanning multiple facilities or organizations. Understanding and commitment to Covenant Health's mission and values, and knowledge of the strategic direction for Covenant Health.


Preferred Qualifications:

Evidence of ongoing educational preparation in planning, policy development, information access/privacy legislation, and project management. Certified Information and Privacy Professional (CIPP/C) designation. Certified Information and Privacy Management (CIPM) designation. Canadian Information Access and Privacy Professional (CIAPP). Completion of the University of Alberta IAPP Program or similar. Formal training in project management, change management and/or leadership.
