We’re seeking a strategic and detail-oriented Manager, Subcontracts, Public Systems to ensure that our subcontracting operations are financially sound, fully compliant, and aligned with our mission.
About The Role:As the Manager of Subcontracts, you’ll oversee the budgeting, compliance, and management of pass-through expenses to subcontractors across Shine’s Public Systems contracts. You’ll serve as a key connector—working across Finance, Public Systems, Community Partnerships, and Strategy and Growth—to align budgets, manage risk, and support sustainable financial operations for our subcontracted services.
What You’ll Do:
+ Develop, manage, and maintain subcontract budgets and pass-through expense tracking.
+ Collaborate with business leads on budget development for new proposals and existing operations.
+ Ensure accurate updates and reporting within NetSuite Planning & Budgeting (NSPB).
+ Advise on the financial health of subcontractor relationships, tracking risks and identifying solutions.
+ Lead re-forecasting and reporting efforts across contract and unit-level budgets.
+ Build capacity and understanding of budget management among Shine’s subcontractors and leaders.
+ Support fiscal compliance by aligning tools and systems with FP&A best practices.
+ Interpret and implement policies related to subcontractor payments and compliance with federal, state, and local funding regulations—including Uniform Guidance.
+ Contribute to the creation of scalable, strategic financial processes that support program goals.
Who You Are:
+ A strategic financial professional with a Bachelor's degree (required); Master's, MBA, or MPA preferred.
+ Experienced in budgeting, planning, and forecasting (3–5 years), ideally in contract or grants management.
+ Skilled at working cross-functionally with senior leaders and implementing new strategies or systems.
+ Familiar with public funding streams and compliance requirements (federal, state, municipal).
+ Strong in contract management, cost allocation, and financial analysis—education or social services experience is a plus.
+ Technologically adept, with intermediate to advanced Excel skills and comfort with Google Suite; experience with NetSuite Planning & Budgeting is a bonus.

+ When: Fall 2025
+ Where: Remote ( Travel required up to 10% of the time for work related meetings)
+ How Much: $80,000 - $105,000 + Comprehensive Benefits Package
