Position Summary

The Manager, Onboarding & Compliance plays a critical role in leading the agency's
centralized onboarding function and ensuring HR compliance across the organization. This
role manages Onboarding Specialists, coordinates with HRIS and background check
vendors, and supports internal and external audits. As part of a restructuring of the HR
department scaling to meet the needs of a 1600+ employee agency, this position ensures a
seamless, compliant, and engaging new hire experience aligned with regulatory and
organizational standards.


Key Job Responsibilities:

- Supervise and develop Onboarding Specialists to ensure timely, high-quality onboarding
across programs.
- Oversee the end-to-end onboarding process, ensuring compliance with licensing,
credentialing, and background check requirements.
- Serve as the primary point of contact for onboarding-related vendors, including HRIS,
compliance, and background screening providers.
- Partner with HRIS and IT to ensure efficient onboarding workflows and accurate
personnel record creation.
- Support the HR portion of audits by preparing documentation, tracking compliance, and
collaborating with internal stakeholders.
- Standardize onboarding practices and timelines across the agency to ensure consistency
and accountability.
- Monitor onboarding metrics and identify opportunities for process improvement.
- Ensure full compliance with federal, state, and contractual employment requirements
related to onboarding and employee records.


Qualifications:

- Bachelor's degree in human resources, Business, or related field (or equivalent
experience) or equivalent work experience
- Minimum 5 years of HR experience, including at least 2 years in onboarding,
compliance, or related roles.
- Experience supervising or leading a team preferred.
- Strong knowledge of employment and onboarding compliance requirements.
- Proficiency with HRIS systems and onboarding platforms.
- Excellent organizational, communication, and vendor management skills.
- Ability to thrive in a fast-paced, mission-driven environment.
- Nonprofit or mission-driven sector experience a plus.


Work Environment and Physical Demands:

- This role operates in a hybrid work environment, with a combination of remote work and
in-office responsibilities at the Voorhees headquarters. Occasional travel for audits is
required.
- The position primarily involves sedentary work, including extended periods working at a
computer and attending meetings (virtual and in-person).
- Must be able to lift up to 15 pounds occasionally (e.g., files, supplies, laptop equipment).
- Requires the ability to communicate effectively in person, via phone, and in written
formats.
- May occasionally require flexibility in hours to meet deadlines or respond to urgent
matters.
