The Manager, Customs Brokerage is responsible for handling customs brokerage business for all activities required to import/export traffic into Canada. The incumbent executes effective and proactive services for all brokerage customers and collaborates with their direct reports to streamline processes and develop solid communication strategies for internal and external customers. Furthermore, the role is accountable for rolling out programs that capitalize on the market, technology and automation by working with others to achieve shared goals and optimizes the balance and contribution of both human capital and technology. The position collaborates with numerous departments to jointly develop operating strategies that are constantly evolving based on everchanging market conditions, to gain market shares and add to the business unit’s revenue. The incumbent is responsible for CN Customs Brokerage (CNCB) and acts as the back up to the Senior Manager Customs Brokerage.

Main Responsibilities

·         Lead the customs brokerage teams (Operations, compliance, in transit and accounting) for the Brokerage shipments for all import/export customers
·         Oversee all customs brokerage locations
·         Lead communication and process improvements for the brokerage team.
·         Carry out activities such as monitoring the billing, day-to-day operations, handle the Canada Border Services Agency (CBSA) portals, appointments, releases, employee scorecards and communication
·         Help teams become more creative and agile
·         Act as a key escalation point for all customer issues
·         Handle exceptions such as developing cost-effective recovery plans to minimize shipment disruptions and trade-offs regarding reservation priorities when demand exceeds availability
·         Oversee and handle key metrics for customer response and communication time frames
·         Oversee the development of customer plans for each account to ensure requirements are met within intermodal operating model parameters
·         Collaborate with Sales to validate the needs and with Operations to translate the needs into action plans
·         Apply technology trends to deliver business value by leveraging digital tools to communicate and collaborate more effectively while using data to make better decisions
·         Collaborate with the Senior Manager Customs Brokerage to create tools and methods for effective visibility
·         Identify, test and implement programs that will remove manual workload through automation, Robotic Process Automation (RPA), Optical Character Recognition (OCR), and Next Issue Avoidance
·         Collaborate with Customs Brokerage Services and CBSA leaders to develop operating strategies that will improve the market segment
·         Build and nurture executive levelled relationships with customs brokerage customers across North America

Working Conditions

The role has standard working conditions in an office environment with a regular work week from Monday to Friday in a 24/7 operations environment, including weekend and after-hour functions. The incumbent must be available to work shifts and weekends when necessary. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires occasional travel (25%) to Winnipeg for staff meetings and across Canada and the United States (U.S.) for customer meetings.

RequirementsExperience

Customs Brokerage Management

·         Minimum 5 years of experience motivating and coaching a team through calm and positive leadership

o   Experience interacting with customers both external and internal

o   Significant experience in accounting and financial planning

Education/Certification/Designation

·         Bachelor’s Degree

·         Chartered Professional Accountant (CPA) or Master in Business Administration (MBA)*

·         Certified Customs Specialist (CCS) or working towards getting the certification within 2 years*

·         Certified Trade Compliance Specialist (CTCS) or working towards getting the certification within 3 years*

·         Brokers License (the incumbent must pass the brokers license exam within 4 years from the date of hire)*

Technical Skills/Knowledge

·         Solid knowledge of the railroad specifically in the network, truck and terminal operations

·         In depth knowledge of CN’s Brokerage specific systems but not limited to Canadian Customs Brokerage Software’s CCBS and ITMR4, U.S. Customs Brokerage software IES, Automated Export Summary Reporting to U.S. Customs (AES), Canada Customs Export Reporting Software (CERS), Advance Commercial Information for US (ACI), Advance Commercial for Canada and processes (ACE)

·         Knowledge of customs brokerage industries and railroads

·         Knowledge of CN’s brokerage product, rail network and operations

·         Knowledge of custom processes across North America

·         High level of computer knowledge in EBusiness tools

·         Advanced knowledge of Microsoft Office (Excel, PowerPoint, Word)

·         Knowledge of Customs Regulations*
