Management Analyst
*Summary/General Description Of Job\:

The incumbent will serve as a key integrator between work groups, contract management, and government stakeholders, with a focus on operational efficiency, schedule fidelity, procedural standardization, and contractual compliance.

Essential Duties & Job Functions\: SOP Development & Process Standardization

·         Develop, review, and update Standard Operating Procedures (SOPs) across all BOSC functional areas including facilities management, logistics, utilities, transportation, custodial, and grounds maintenance.

·         Coordinate with functional leads and Quality Control (QC) to ensure SOPs align with NAVFAC standards, performance work statement (PWS) requirements, and Amentum internal policies.

·         Standardize workflows, documentation protocols, and escalation pathways across diverse work groups.

Communications & Stakeholder Engagement

·         Design and implement internal communication frameworks to improve cross-departmental coordination.

·         Maintain liaison between Amentum site leadership, subcontractors, and NAVFAC representatives.

·         Draft meeting minutes, action tracking logs, and executive briefings for program reviews.

Schedule Analysis & Optimization

·         Conduct analysis of Preventive Maintenance Schedules, Service Order response metrics, and Recurring Work Program execution timelines.

·         Utilize scheduling tools to identify inefficiencies and optimize labor and resource deployment.

·         Assist the Site Operations Manager and PMO with backward-planning schedules and milestone tracking.

Contract Performance & KPI Monitoring

·         Track and report on Key Performance Indicators (KPIs) and recurring deficiencies.

·         Support root cause analysis and corrective action development.

Data Collection & Trend Analysis

·         Collect, validate, and analyze operational data to identify trends and improvement opportunities.

·         Prepare reports including visual dashboards, compliance summaries, and productivity analyses.

Continuous Improvement & Lean Initiatives

·         Recommend process improvement strategies using Lean Six Sigma or similar methodologies.

·         Participate in internal audits and process reviews.

Compliance & Risk Management

·         Ensure compliance with NAVFAC instructions, DoD standards, and applicable regulations.

·         Assist with maintenance of risk registers and mitigation planning.

Documentation & Archiving

·         Ensure all documentation is properly archived in accordance with contract records retention policies.

·         Support preparation of documentation packages for NAVFAC inspections and performance reviews.

*Job Requirements (Education, Experience, Professional Associations)\: Mandatory

 

·         High School Diploma

·         3–5 years of experience in operations analysis, project controls, or management support on a DoD or federal service contract.

·         Proficiency in Microsoft Office Suite.

·         Strong analytical, technical writing, and problem-solving skills.

·         Current valid state issued driver’s license with acceptable driving record.

·         Must be able to obtain a SECRET Clearance.

·         Ability to successfully pass any background checks and/or drug testing required on the contract.

·         U.S. Citizenship

 

Preferred

•       Bachelor’s degree in Business Administration, Operations Management, Engineering, or related field.

•       Experience on a NAVFAC or DoD BOSC contract.

•       Knowledge of CMMS tools such as Maximo, IWMS, or similar.

•       Lean Six Sigma Yellow/Green Belt certification.

•       Familiarity with PWS, CPARs, and QASP frameworks.

•       Current SECRET Security Clearance.

 

 

The base salary range for this position is $85,000 to $101,000.  Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
