Management Analyst
Summary This GS-13 Management Analyst aligns under VHA, Member Services, Quality Management, Analytics and Informatics Division who reports to the Associate Director as a member of the Director's Office and provides direct support to leadership that performs a broad range of duties involving retrieval of national data and analysis for multiple projects. Responsibilities Major Duties Include (but are not limited to): Investigates computer based technologies and efficiently applies tools to improve data analysis and presentation; Analyzes agency-wide programs, functions. and organizations to determine whether the management systems in current use efficiently accomplish objectives and provide controls necessary for management; Analyzes regulations, develops guidelines, and directs implementation of procedural changes in operations; Participates in strategic planning for developing and implementing programs within the agency and advises on the development of new programs; Provides a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Analyzes management techniques, processes, and styles for improving organizational effectiveness; Identifies key policy issues and priorities, designs analyses, evaluates alternative agency strategies, and makes definitive recommendations to senior management; Identifies defects or weaknesses in the analytic work performed by officials that are responsible for the development of regulations and standards; and Investigates computer based technologies and efficiently applies tools to improve data retrieval, analysis, and presentation. Promotion Potential: This GS-13 position is being announced at the full performance level. Work Schedule: M-F, 8 hour shift between 7AM-7PM (TBD by Supervisor) Position Location: Any MS onsite location or outside of original hiring duty station at VA-owned or leased space (location TBD upon selection). Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2025. Time-In-Grade Requirement (GS-13): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-13 position, you must have served 52 weeks at or above the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrate one-year time-in-grade in positions no lower than GS-12. Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience as described below. Specialized Experience (GS-13): You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include (but are not limited to): 1) Manages complex consulting projects independently and persuasively articulate the agency position(s) on controversial issues in a variety of forums 2) Develops visual concepts and data visualizations that meet stakeholder needs and coordinates the design of print, web, or multimedia data and information reporting products 3) Provides business project management leadership to include development of project schedules for informatics projects 4) Provides analysis and evaluation to form a thorough, effective presentation of significant findings that reflect a high level of professional competence and are defensible against critical evaluation 5) Performs defined units or parts of major projects involving numerous or unpredictable factors that require setting up and carrying out integrated procedures 6) Develops assessments of enrollment data and collaborates with other analysts to support the best application of enrollment policies with qualitative risk assessment(s) 7) Determines whether processes and operations are appropriate and performs tasks that include organizing project requirements, tasking, coordinating, and synthesizing the contributions of other analysts, specialists, and organizations You will be rated on the following Competencies for this position: Administration and Management Analysis and Problem Solving Analytical Reasoning Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
