Summary You will serve as a MANAGEMENT ANALYST in the Requirements, Authorizations, and Manning Department (N1C1) on the staff of Commander, Navy Reserve Force COMNAVRESFOR in Norfolk, VA Responsibilities You will identify variances and discrepancies with monthly reports to correct problems. You will assist in developing, reviewing, and rewriting program instructions and directives. You will review the Total Force Manpower Management System (TFMMS) package submissions from subordinate analysts. You will troubleshoot software and data connectivity problems for TFMMS and the Navy Manpower Programming and Budgeting System (NMPBS). You will ensure billets are properly coded for assignments. You will review monthly quantitative and qualitative reports to ensure that activities are balanced. You will develop, implement, manage, evaluate, and report the status of officer and enlisted and strength and civilian billet data using specialized integrated computer programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience reviewing and approving Manpower Change Requests (MCR) submitted using the Total Force Manpower Management System (TFMMS) 2.0. Experience implementing various computer programs such as the Navy Manpower Programming and Budgeting System (NMPBS) and Intelligent Workbook (IW) to input and process POM requests for all resource sponsors, Unit Management System actions, and Total Force Management System (TFMMS) and Defense Civilian Personnel Data System (DCPDS) reconciliation. Experience ensuring the most effective and efficient alignment of military and civilian billet authorizations and end strength in the context of prevailing federal, DOD, DON, SECNAV, OPNAV, and NAVMAC policies to support mission objectives within authorized manpower resource levels. Experience planning and conducting manpower reviews of headquarters and field activities, advising managers of problems, and making recommendations for resolutions. Experience implementing changes in manpower authorizations, planned out-year activity authorization allowances, planned out-year manning, organization structure, workload distribution, or management practices.
