The Office of Workers’ Compensation Administration (OWCA) in Louisiana oversees the enforcement and administration of workers’ compensation laws, aiming to support early return-to-work efforts and improve workplace safety. The department manages disputed claims, conducts hearings, reviews medical treatment disputes, and investigates fraud through collaborative efforts like the GAME ON task force. The OWCA also provides OSHA consultation services to high-risk industries, while Records management maintains detailed records and reporting systems, including electronic submissions of injury reports. Additionally, OWCA conducts financial audits and ensures compliance among self-insured employers and insurance carriers. OWCA does not process individual workers' compensation claims or issue benefit payments. They also do not help injured workers with the claims management. This Management Analyst provides analytical and technical support to the OWCA, Records Management, the Hearing Section. It conducts in-depth operational and statistical analyses, develops statewide reports, and supports internal performance evaluations to enhance the efficiency, compliance and effectiveness of Louisiana's workers compensation system. Minimum Qualifications Four years of experience in administrative services, health services, social services, or engineering; OR Six years of full-time work experience in any field plus one year of experience in administrative services, health services, social services, or engineering; OR A bachelor's degree plus one year of experience in administrative services, health services, social services, or engineering; OR An advanced degree or a Juris Doctorate. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: + Utilize workers' compensation databases (including EDI Prism and EDI Analyzer) to compile and disseminate statistical data statewide. + Generate the OWCA Annual Report and other statutory or technical publications. + Write, edit, and publish highly technical reports that evaluate payments made on workers' compensation claims (fatal and non-fatal). + Deliver presentations, attend relevant training, and maintain documentation related to unit operations and analyst responsibilities. + Respond to general OWCA inquiries with a clear understanding of applicable laws and procedures. Position Specific Details: Appointment Type: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available. This position participates in a Career Progression Group (CPG). It may be filled as a Management Analyst 1 or 2, at which the vacancy is filled and will be determined by the qualifications of the candidate selected.
