Duties Description Under the general direction of a Regional Parks Maintenance Supervisor, SG-18, the incumbent will be responsible for supervision of mechanics, maintenance assistants, and other Regional Garage personnel. Duties will include: • Supervises personnel performing repair and overhaul jobs; assists and guides staff through instructions and demonstrates proper methods and techniques to accomplish specific tasks. • Observes and documents work performed by staff; inspects and approves completed jobs; ensures timely, satisfactory quality work. • Trains staff in proper agency and regional procedures, including safety procedures; enforces fire and safety rules and regulations. • Updates the electronic fleet management system daily and ensures the accuracy of all equipment status entries. • Provides technical assistance in matters of parts identification and procurement; maintains, orders, and stocks motor equipment parts and supplies for the Regional Garage. • Collaborates with colleagues to plan maintenance schedules and shop activities to ensure effective utilization of staff and equipment and timely work completion.• Recommends changes in shop operating procedures to improve work performance, the utilization of tools and equipment, and working conditions. • Inspects and road tests new and rented vehicles and equipment to ensure compliance with contract specifications, as needed. • Provides hands-on support and technical assistance with motor equipment maintenance and repair tasks as needed to meet operational demands, particularly in the absence of assigned staff or during periods of increased workload.• Develops performance programs for subordinate staff in consultation with management and assists in the evaluation of employee performance. • Enforces Time and Attendance policies and procedures for all Regional Garage personnel.• Assists with management of inventory, surplus vehicles, and equipment, as assigned.• Provides support for emergency response functions, as assigned.• Prepares reports on Regional Garage activities and maintains required records.
Minimum Qualifications NY HELPS Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:One year of experience supervising staff engaged in the maintenance, overhaul, and repair of gasoline and/or diesel-powered motor equipment, including passenger vehicles, construction and heavy equipment, freight and other commercial cargo vehicles, self-propelled off-road equipment, and non-self-propelled motor equipment.**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in. Reassignment Qualifications:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Maintenance Supervisor 1 (Motor Equipment) to be eligible for reassignment.55-b/c Qualifications:This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Service & Repair Mechanic (Motor Equipment).Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Additional Comments OPERATING NEEDS:• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.• Must possess a valid Class A Commercial Driver’s License* with air brake and tow truck/ wrecker endorsements that allows the candidate to legally operate commercial vehicles in New York State or be able to obtain the license and endorsement within the probationary period and maintain it as a term and condition of employment. • Must possess and maintain a valid certification as a NYS Department of Motor Vehicle Inspector and maintain it as a term and condition of employment.• Must be proficient in the use of the internet and Microsoft 365 programs including Word, Outlook, Excel, and Teams.• Must have the ability to perform medium to heavy physical labor.• Must have knowledge of standard safety, mechanical, and electrical practices for repairs being made for gas, diesel, and other motor-driven vehicles/ equipment. *Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive.
