Program Summary

The Marine Corps’ Maritime Prepositioning Force (MPF) and Marine Corps

Prepositioning Program has been operationally invaluable in supporting our Nation’s interests across the world. This unique program provides the essential elements needed to support and execute crisis response, global reach, and forward presence. The Marine Corps’ Prepositioning Program enables the rapid deployment of Marine Air Ground Task Forces (MAGTFs) and/or augment individual Marine units forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries. MPF is keystone in the Marine Corps’ capability for setting the conditions for national security. The prepositioning of equipment and supplies to support MAGTFs from Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), to Marine Expeditionary Force (MEF) level employment, enables Marine forces to fulfil their role and responsibility as our Nation’s force in readiness. Our prepositioning programs will continue to enable operations across the Joint Operational continuum – including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling of civilian authorities. When combined with the forces and their equipment arriving in the fly-in echelon (FIE), prepositioning programs provide forward deployed equipment and supplies needed to sustain a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements.

Job Summary

The Maintenance Administration Manager is responsible for providing oversite of the eight functional areas of maintenance management and advises the Project Manager on the performance of supply and maintenance production actions within the MCPP-PHIL Task Order.  The MMO develops Key Performance Indicators (KPIs) and conducts daily metric analysis to monitor and manage supply and maintenance performance through maintenance production cycles.  The MMO creates, implements, and enforces program level policies that are designed to streamline processes and to provide guiding principles for program staff and is the primary customer interface for maintenance management operational group issues.  The MCPP-PHIL Maintenance Management Manager will report directly to the MCPP-PHIL Project Manager.

Roles and Responsibilities

Plan, coordinate, execute and/or supervise the performance of all maintenance management functions for the MCPP-PHIL Task Order by implementing the following: 

Drive maintenance activities to ensure equipment is in ready for issue condition within the prescribed maintenance production cycle timeline.Oversee part and materiel requisitions to ensure requirements are stocked and support the maintenance effort. Write policy to correct process gaps between subordinate commodities and staff.Create, plan, and execute inspections to ensure compliance with the Statement of Work and Marine Corps orders.Oversee the creation of publication libraries for ships and forward deployed locations to ensure mechanics and technicians are referring to the most up to date equipment related literature.Oversee the completion of each maintenance cycle and transfer of responsibility between the maintenance production cycle and forward deployed ships or land-based locations.Provides coordination with other groups to accomplish tasks outside normal areas of responsibility.Participate in the department strategic planning process to develop long-term plans and ensure appropriate skills are available when needed.Coordinate and lead activities of subordinates and cross-functional teams.Evaluate and analyze current work methods to foster continuous improvement. Provide technical direction as required.Conduct performance evaluations, plans salary actions, recommend promotions, interpret, and apply organization policies, and provide leadership to resolve employee problems.Champion, coach and motivate teams and/or team members. Provide career development and training for subordinates.Conduct meetings and technical presentations.Is the primary customer interface for maintenance management operational group issues.

Basic Qualifications

BA/BS degree with a major study in business, management, logistics or a related field.In lieu of degree / formal education, 10 years of related experience.Minimum of 5 years in a supervisory/management capacity.Experience in GCSS-MC and using OBIEE Reports User for analysis.Must possess leadership skills, ability to counsel, coach, develop, and motivate staff of professionals.Strong written and oral communication skills. Ability to comply with all established methods, quality standards, and time schedules applicable to this position.Must be a U.S. Citizen.

Must possess a valid state Motor Vehicle Drivers’ License.Must be able to obtain and maintain a Department of Defense secret security clearance.Must possess or be able to obtain a U.S. Passport.Must be able to obtain a work visa and Alien Employment Permit for the Philippines.Applicants must be able to pass an FBI Background investigation with no criminal, civil, or security violations.

Preferred Qualifications

USMC MOS 0402/0411.Complete the Logistics Officer Course or equivalent.In-depth understanding of Marine Corps policies, regulations, and orders.Working knowledge of Marine Corps shipboard equipment/materiel and associated logistics processes.Strong oral and written communication skills.Strong analytical skills.Advanced user of Microsoft Excel and Power BI.Advanced user of GCSS-MC and OBIEE reports writer.Lean / Six Sigma Green Belt Trained.Working knowledge and application of quality assurance concepts, principles, and techniques.In-depth understanding of the services Marine Corps Prepositioning Program provides to the customer and the processs and techniques used to deliver these services.Working knowledge of personnel management, concepts, principles, and techniques.Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
