**Job Description**
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). **Responsiblities**
The Project Planning and Delivery (PPD) Director is looking to hire two Senior Project Managers.
The Senior Project Managers will report to the Low Rigor Project Management Manager within the Infrastructure – PPD Directorate and provide program and project management support across various projects and programs.
**Key Responsibilities**
+ Support Project and Program Management of Operations, Maintenance, and Capabilities-Enhancing scope.
+ Manage low rigor projects (<$5M TPC). Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing), including management of the design and construction during the execution phase.
+ Perform annual, quarterly, and monthly program and project reviews and status reporting.
+ Integrate with partner and interfacing directorates/programs/projects to ensure a collaborative and comprehensive approach to asset management and program execution.
+ Support development and implementation of long-term strategic plans that are integrated with mission requirements in support of future execution.
+ Collaborate with Enterprise Infrastructure Programs Project and Program Managers, Facility/Asset Management, Project and Program Managers for other NNSS Programs, execution organization personnel, and other key stakeholders, for the definition, prioritization, and planning of future Nevada National Security Site (NNSS) infrastructure investment projects.
+ Support MSTS Project Delivery Initiative and Resources Demand Analysis deliverables.
+ Develop and implement strategies to identify, manage and mitigate risk.
+ Host routine project meetings with integrated project team members.
+ Develop project plans that identify resource and budgetary needs.
+ Provide feedback, advice, project updates and encouragement to team members.
+ Manage deadlines and drive project execution, across support functional organizations, to ensure project performance according to baselines.
+ Coordinate with vendors and suppliers as necessary.
**Qualifications**
+ Bachelor’s degree in a related field or equivalent training and experience and at least 5 years’ related professional experience.
+ The following are considered related fields for Bachelor's degree:
+ Project Management
+ Construction Management
+ Business Management
+ Engineering
+ Others on a case-by-case basis
+ The following is considered related professional experience, must have at least 5 years:
+ Construction or maintenance planner.
+ Construction or maintenance supervisor or superintendent.
+ Construction Subcontract Technical Representative (STR).
+ Military experience – Technical, civil or propulsion plant experience preferred - to be evaluated.
+ Active in a construction craft, with at least 5 years at the foreman or above level.
+ Previous project management experience and responsibilities should include:
+ Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases.
+ Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
+ Maintaining satisfaction of stakeholders with differing needs and expectations.
+ Managing communications between project stakeholders and team members.
+ Identifying and complying with project requirements in development of products and deliverables.
+ Managing the project team in successfully achieving project scope, schedule, and cost objectives.
+ The primary work location will be the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
+ Work schedule will be 4/10s Monday through Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: **$98,592.00 - $147,888.00.**
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
