Currently looking for qualified candidates to fill positions for the Power Generation Supervisor on multiple sites within INDOPACOM-Marshal Islands region (USAG-KA (Kwajalein and Roi-Namur)) in support of LOGCAP V.  

All candidates must pass a pre-employment drug test, Fit for Duty (FFD) and background check. 

Your Impact  

Reports to Utilities ManagerServe as the Power Generation Supervisor for the Operation and Maintenance (O&M) services of spot/emergency power generation and client interfaceIn absence of Utilities Manager, Power Generation Supervisor would be highest project site level of oversite regarding spot/emergency power generation operations to include electrical production efficiency, LV electrical safety, documentation and record keepingReport to the Utilities Manager, all special occurrences such as emergency outages and corrective actions taken to maintain serviceUtilize judgment in interpreting guidelines such as operating criteria of equipment, schematics, and wiring diagramsWhen malfunctions occur, determine cause, and take actions to isolate and bypass the fault in order to maintain service or take actions to shed low priority loads when full service cannot be maintained. Inform high voltage/low voltage electricians of the location of failure, cause, repairs needed, and assure that circuits are open and tagged out before work is startedPlan operating programs, develop standard schedules for operation and maintenance activities, and make periodic inspections of the power generators and camp facilities to insure smooth/reliable functionalityMonitors the distribution of electric power to various distribution pointsBring Generators online, parallel generators, and bring generators offlineMaintain close relationships with Prime Contractor and Military prime power group to ensure all their requirements are fully met in accordance with the contractual requirementsConducts inspections of operational activities for safety precautions and instructs employees against occupational hazards. Responsible for employee conduct, compliance with all safety policies, regulations, and all OSHA and NFPA requirementsAssists with coordination of environmental testing, required permitting and compliance activities with the US Military/Prime Contractor designated representative. Responsible for operation of the power generators within all environmental and regulatory requirements and constraintsSupervise, manage, and schedule multi-skilled level operations and maintenance team members, power generation operators, power generation mechanics and electrical switchgear and relay technicians and administrative/support personnelIn absence of Utilities Manager, completes performance evaluations, implements training programs, addresses grievances, and administer disciplinary actions as required to subordinate multi-national employeesEnforces implementation of training programs, safety standards/practices, work ethics, VGS company policies/procedures, etc.In absence of Utilities Manager, reviews and approves employee timesheetsAssists with maintaining technical library and record-keeping which documents all procedures necessary to accomplish assigned responsibilityResponsible for facility custodianship of work area, hand, power, and shop toolsResponsible for department communications activities – attend/participate in department meetings Identify department risk/liability and develop work plans to manage ongoing risks as it relates to the operation of the power generators, power delivery and power qualityBe able to articulate concerns and forward to the Utilities Manager and in absence of Utilities Manager to VGS Senior LeadershipRepresent VGS during weekly conferences calls as required, negotiations, other meetings in the field and be able to speak authoritatively while recognizing the limitations of your own professional knowledge and credentialsMaintain constant awareness of available resources including personnel, space, equipment, and fundingResponds to emergency calls regarding power generation equipment breakdowns and unit outagesAbility to interpret and apply required corrective action with data readings and results of equipment checks to identify equipment or process problems and take appropriate responses to correct or resolve problemsEnsure required documentation/reporting is submitted in a timely mannerAttend/deliver daily Safety meetings/stand downs IAW with VGS and Prime contractor policies Take ownership of Power Generation Department to ensure repairs, maintenance, overhauls, etc. are performed with utmost of quality/safety in mind and IAW manufactures service/maintenance recommendations Accountability for power generation staff, tools, manuals, and equipment status-FMC/NMCAttend VGS EHS (Electrical Health & Safety) training and establish a status of CP (Competent Person) or AP (Authorized Person)Operate/perform within the behavioral guidelines/policies/procedures put forth by USG, US Military Command, Host Nation, Prime Contractor and VGS Perform internal Power Generation audits for safety, contract compliance, environment compliance and overall power production/distribution efficiency Reviews all power generation daily, weekly, monthly, annual reports and CDRLs prior to submission to Prime Contractor, US Military and VGS Senior Leadership to ensure transparency and accuracy in reportingWhen workload/mission/staffing levels dictate, assist with daily Power Generation operations to include bringing online/offline gensets, synchronizing/paralleling gensets, taking hourly generator readings, fueling, low voltage electrical installation/maintenance, facility maintenance, housekeeping, etc. When workload/mission/staffing levels dictate, assist with MV/LV electrical/Power Plant operations teams with installation/removal of electrical distribution equipmentAssist with performing hands-on routine inspection, preventative maintenance, condition monitoring, troubleshooting, corrective and emergency repairs on generator sets and associated local control systems and SCADA system with computer servers and interface controllers in working order. Diagnose problems and then repair/replace defective parts as requiredAssist with performing hands-on electrical maintenance and repair of power production electrical, mechanical, and auxiliary systems of spot/emergency power generators operating at 20-1000KwAssist with performing hands-on inspections, operation, and maintenance of synchronizing/paralleling ATS/MTS systems, with local and remote monitor and metering capabilities, SCADA and PLC control systems, alarm response to ensure maximum system reliabilityAssist with performing hands-on inspections, and fuel receiving and distribution system including tanks, pumps, leak detection, fuel distribution and inventory, scheduling orders, and reportingAssist with request/retrieve service/maintenance/repair parts/components from Prime Contractor Consolidated Material Warehouse and transport to power generation service/repair location Assist Prime contractor Procurement/Materials staff with acquiring repair parts/consumables by suppling Genset model data, part numbers, descriptions and technical oversight when required Willingness to attend formal OEM specific genset and/or controls training Ensure less experienced members of power plant operation team are performing services/minor repairs to high quality standards and IAW manufactures recommendationsEnsure power generation staff are performing service/maintenance/repair duties IAW US Military, Prime Contractor, Host Nation and VGS Environmental/Hazmat policies and procedures Schedule Power Generation employee work schedules (to include days off, R&R, etc.) to ensure proper staffing is in place for efficient power generation operations and electrical safety In absence of Utilities Manager, attend meetings with Prime Contract/US Military/VGS Senior Leadership and give update/status reports for power generation department and associated low voltage electrical distribution systemsHigh skill level with Microsoft Word, Outlook, and Excel  

Required Qualifications 

Must have computer skills and be able to operate a variety of computer programs.Must be able to speak, read and write English fluentlyMust maintain a valid driver’s license from their home country with validity for 12 months from on-site employment dateMust maintain a valid passport from their home country with validity for 12 months from on-site employment date.  Passport must have a minimum of 6 blank pages prior to OCONUS mobilization. Must satisfy the USARPAC Force Health Protection Guidance medical requirements for INDOPACOM prior to OCONUS mobilization, must be able to maintain a Medically Qualified (MQ) rating on an annual basis. Must meet the Republic of the Marshall Islands (host nation) COVID-19 entry requirements; COVID-19 vaccination(s), fully inoculated and Booster. Must be CAC eligible and able to gain and maintain authorized entry onto US military installations.To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. Additional Required Qualification 

A thorough knowledge of the mechanical and electrical makeup and operation of powered support systems, to include but not limited to their major mechanical, electrical, hydraulic, and pneumatic components-- Standard Diesel generators, Controls (genset synchronizing and paralleling, genset communication/monitoring systems) such as PULSE SCADAAble to show experience with inspection, testing, and repair components of electrical systems to include generators, transfer switches, low voltage switch gear, PLC controls, and fuel monitoring and delivery systemsAbility to follow troubleshooting procedures and use deductive reasoning to isolate the fault; and provide step by step feedback on all steps takenAble to take specific verbal and written directions and carryout directions from the supervisor.
