Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit Sohag and Aswan. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives. Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that “Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”.

 

Driven by the overall purpose of PII and anchored on Plan International core values, bolder commitment to gender transformation and feminist leadership, program quality and influencing and a more vibrant and efficient operating model.

ROLE PURPOSE

The purpose of the role is to lead and manage localization efforts within the organization, ensuring effective adaptation of global strategies to meet the unique needs and cultural nuances of the Egyptian community. Plan International Egypt is firmly committed to strengthening the localization agenda, working to continue advancing the rights of children, young people and especially girls. This position will play a key role in supporting country-level activities and providing technical support and advice to Plan International Egypt staff as well as to the organization's teams and partners. The incumbent will help align, strengthen and evolve Plan International Egypt’s localisation strategy towards the principles of Building Better Partnership and Pathways to partnership with youth-led organizations. The incumbent will be responsible for building and managing relationships, engaging with partners in strategic planning, overseeing risk management processes and ensuring partnership relationships are conducted in a mutually respectful and equitable manner.

DIMENSION OF THE ROLE

The incumbent will report to the Head of Programs. They will ensure coherent collaboration with both strategic and operational partners, and lead the implementation and integration of Plan International Egypt’s Localisation strategy. This includes adapting strategic program approaches such as NGO and partner mapping, pro2moting collaborative partnership management, as well as supporting partners’ needs through diverse means, including trainings, and support for partner organizations in project implementation. This will ensure that programs meet an acceptable level of standards and demonstrate their effectiveness.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

 1. Strategic Partnership Management

   Adaptation of Global Strategies:

Develop and implement a comprehensive localization strategy aligned with Plan International's global objectives. Customize global strategies to fit the cultural, social, and economic context of Egypt. Ensure alignment with local priorities and preferences through comprehensive adaptation processes. Oversee the adaptation of global materials, resources, and tools to ensure relevance and effectiveness within the Egyptian context. Analyse cultural, social, and economic factors to tailor programs that address the specific needs of the Egyptian community.

 

    Strategic Planning and Identification of Partners

Lead the development and execution of Plan International Egypt’s localisation and partnership strategy, annual action plans, setting clear KPIs, monitoring progress, and ensuring continuous improvement. Collaborate with program Technical Leads to proactively identify partnerships with local and national organizations, particularly youth-led, women-led, and girl-led organizations. Lead and coordinate partner mapping and selection processes, including due diligence, risk assessments, mutual appraisals, and the establishment of partnership agreements or MoUs. Develop strategic plans to achieve Plan International Egypt's Localisation & Partnership strategy, integrating effective funding and oversight mechanisms to support partners in advancing shared goals.

Building Effective Partnerships

Promote and enforce Plan International's Building Better Partnership policy and principles across all departments. Disseminate Plan International’s vision, values, policies, and code of conduct to partners to ensure alignment and shared understanding. Facilitate mutual evaluations and partner feedback mechanisms (e.g., partner surveys, capacity assessments, and annual reviews) to strengthen accountability and equitable relationships. Build and maintain a partner’s database

 

2. Operational Partnership Management 

Implementation of Partnership Processes

Coordinate and facilitate well-planned, consistent, and efficient management of partnerships. Work closely with program Technical Leads and the Business Development team to integrate partnership strategies into program/project design, ensuring alignment with funding and operational goals. Draft and manage partnership agreements, considering due diligence assessments and donor-specific requirements.

Support to Project Implementation

Oversee the integration of partnership strategies into project proposals, ensuring proactive partner engagement during development processes. Collaborate with finance, procurement, HR, and project teams to ensure smooth implementation of partnership-related activities and resolve any performance challenges. Facilitate regular program, finance, and compliance reviews with partners and coordinate the implementation of capacity-sharing plans tailored to partner needs.

Capacity Sharing and Development

Lead the design and delivery of tailored capacity-sharing plans for partners, including technical, organizational, and financial support. Promote shared learning and continuous improvement between Plan International Egypt staff and partner organizations. Support youth-led organizations and movements by adapting Plan International's procedures and tools to suit their capacities and contexts, fostering inclusive and flexible partnerships.

 

3. Monitoring, Evaluation and Learning (MEL)

Monitoring Partnership Outcomes

Ensure each partnership has appropriate monitoring and feedback mechanisms, including annual reviews, biannual assessments, and partner reassessments. Track the implementation of capacity-sharing plans and provide regular reports on progress and effectiveness.

Learning and Adaptation

Facilitate systematic feedback from partners on the quality of Plan International Egypt's partnership management and adapt processes as needed. Document and share lessons learned, success stories, and innovative practices from partnerships to inform future strategies.

 

4. Cross-functional collaboration 

Internal Coordination

Act as the focal point for partnership-related activities, ensuring seamless collaboration between program, finance, and operations teams. Provide technical advice and guidance on partnership management to all Plan International Egypt staff.

Advocacy and Representation

Represent Plan International Egypt in external forums and networks to advocate for equitable partnerships and community-led approaches. Support partner organizations in mobilizing resources, identifying funding opportunities, and developing joint proposals to advance shared objectives. Facilitate meaningful engagement with local communities, ensuring their active participation in program design and implementation. Collaborate with community leaders and organizations to build sustainable partnerships that enhance the impact of Plan International's initiatives. Provide guidance on language, tone, and cultural sensitivities in communication materials.

 

5. Risk and Compliance Management 

Risk Assessment and Mitigation

Lead risk assessments for partnerships and implement mitigation strategies to ensure compliance with organizational and donor standards. Promote safeguarding, child protection, and ethical standards across all partnership activities.

Standards and Policies

Ensure adherence to Plan International's localisation management standards and policies in all collaborations. Continuously update and refine partnership management tools, standards, and processes to maintain relevance and effectiveness.

 

6. Safeguarding Children and Young People and Gender Equality and Inclusion (GEI)

Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures. Ensures that Humanitarian Program staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies; Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;  Ensures that Plan Mozambique contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

BUSINESS MANAGEMENT COMPETENCIES

Ability to manage budgets, allocate resources efficiently, and ensure compliance with financial regulations and reporting requirements Proficiency in planning, organizing, and overseeing project activities, including setting goals, establishing timelines, and monitoring progress to ensure timely and successful implementation Skill in establishing performance metrics and key performance indicators (KPIs) to track progress and assess the effectiveness of localization efforts Knowledge of relevant laws, regulations, and organizational policies governing humanitarian and development work, ensuring compliance and accountability in all activities Willingness to explore innovative approaches and opportunities to enhance the sustainability and impact of localization efforts Commitment to learning and professional development, seeking opportunities to improve skills, knowledge, and practices to enhance effectiveness and achieve organizational goals

 

 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Qualifications

Bachelor's degree in International Development, Social Sciences, or a related field. Master’s degree preferred. 5-7 Years of experience in localization, Partnerships, community engagement, or related fields. Strong understanding of the cultural, social, and economic landscape in Egypt. Excellent communication and interpersonal skills. Proven track record of successfully adapting global strategies to meet local needs and achieve program objectives

 

TECHNICAL COMPETENCIES

 

Knowledge:

Comprehensive understanding of development and humanitarian principles, frameworks, and best practices Profound knowledge of Egyptian culture, societal norms, history, and local contexts Familiarity with relevant laws, regulations, and policies governing development work in Egypt Understanding of global trends and challenges in development and humanitarian sectors Awareness of key stakeholders and partners in Egypt involved in development and humanitarian efforts Familiarity with project management principles and tools for effective program implementation Proven experience in designing and implementing successful localization strategies.
