Loan Specialist
Summary This position is based within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), in the Office of Strategic Capital (OSC). The Under Secretary of Defense for Research and Engineering (USD(R&E)) serves as the Chief Technology Officer (CTO). This role involves driving the department's efforts in research, development, and prototyping. The Office of Strategic Capital (OSC) plays a vital role in advancing strategic financial initiatives. Responsibilities Incumbent typical work assignments may include the following: Cultivating and maintaining relationships with interagency partners to support program objectives and accelerate OSC's mission implementation. Managing the underwriting process to originate, structure, and execute loans and guarantees for investment fund leverage, corporate finance, asset-based, and project finance transactions in covered technology areas. Developing financial models and term sheets for debenture instruments involving investment fund leverage, including creating complex financial covenants. Managing credit risks associated with loans and guarantees across corporate finance, asset-based, and project finance transactions in key technology sectors. Requirements Conditions of Employment Qualifications Basic Requirement Education Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. or Experience General Experience (for GS-5 positions): Experience that required gathering and analyzing facts and figures, and presenting the information or conclusions in clear oral and written language; or that provided a knowledge of the principles of financial analysis or of insurance laws, such as contract, property, life, casualty, or marine insurance. Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. Time in Grade: For entry at the NH-04 level, status applicants must have served 52 weeks as a NH-03 (or GS equivalent) or higher grade in the Federal Service. Specialized Experience: For the NH-4, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-3 grade level in the Federal service, or comparable in difficulty and responsibility to NH-3 if outside the Federal service. Specialized experience is defined as...experience assisting with negotiations with potential borrowers, developing financial models to assist with risk management, and assisting with the development of financial risk management policies. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
