This position exists to protect the health, safety and wellbeing of people served by programs licensed by the Mental Health, Substance Use Disorder and Children’s Residential Services Unit by:
+ Conductinglicensingreviewsofmultiple licensetypesforcompliancewithrelevantstatutes andrules.
+ Conductinglicensing investigationsofmultiple licensetypesforcompliancewithrelevantstatutes andrules.
+ Servingasleadworker onlicensingreviews.

The Licensor II will be assigned to the Substance Use Disorder Subunit:
+ MN Statute 245I: 245I.20 Mental Health Clinics
+ MN Rule 32: Detoxification Programs
+ MN Statute 245F: Withdrawal management Programs
+ MN Statute 245G: Substance Use Disorder Programs
+ Residential
+ Non-Residential
+ Opioid Treatment Programs

+ Serving Adolescents
+ Serving people with co-occurring
+ MN Statute 254B Rate enhancements that require basic knowledge of billing practices.
**Minimum Qualifications**

Three (3) years professional experience in a regulatory or compliance position or involved in the development and implementation of mental health or substance use disorder treatment planning in a Department of Human Services (DHS) licensed or certified organization that provides services to people with substance use disorder and/or mental health or youth in children residential facilities.
Experience must demonstrate the following:
+ Knowledge of DHS Statues and Rules governing substance use disorder, mental health or children residential facilities.
+ Ability to organize, prioritize and schedule multiple tasks and priorities.
+ Knowledge of technical writing skills
A Bachelor's degree or higher in Human Services, Social Work, Sociology, Psychology or a related field may substitute for one (1) year of professional experience.
**Preferred Qualifications**
+ Knowledge of current methodsofdeliveringservicestovulnerableadults,children,andothersreceivingservicesin programslicense and/orcertified by Department of Human Services (DHS).Thisincludeshaving experiencein providing treatment services in children’s residential treatmentfacilities, substance usedisorder treatmentprograms,withdrawalmanagement, ormentalhealth treatment services.
+ Experience in leading the operations of a licensed mental health or substance use disorder treatment program, withdrawal management, or children’s residential facility
+ Experience training and providing leadership to direct care staff, including developing, implementing, monitoring, investigating and evaluating outcomes and program effectiveness.
+ Licensed as a Mental Health Professional or Alcohol and Drug Counselor
+ Skilled in interviewingandinvestigativemethodologies.
+ Knowledge of state protocols and tools used to conduct licensing reviews and investigations.
+ Ability toseparate factsfrom opinionsand withholdpersonaljudgementwhen needing tomakea decision based on regulatory authority.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
