CACI is currently looking for a SME level Lead Systems Engineer/Deputy Program Manager (DPM) with Agile methodology experience to join our Customs and Border Protection (CBP) Land Border Integration (LBI) Integrated Traveler Initiative (ITI2.1) team in Northern Virginia! Join this passionate team of industry-leading individuals supporting the best practices in Agile Software Development and hardware integration for the Department of Homeland Security (DHS).
As a member of the ITI2.1 Team, you will support the men and women charged with safeguarding the American people and enhancing the Nation’s safety, security, and prosperity. CBP Officers and Border Patrol agents are on the front lines, every day, protecting our national security by combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity.

**What you’ll get to do:**
As the Lead Systems Engineer and DPM on the CBP ITI2.1 program, you will support the Program Manager in overseeing all portfolios, providing thought leadership and ensuring portfolios use consistent technology strategies and open architecture principles across systems and portfolios. You will also guide portfolios in tailoring Agile best practices and processes when developing and enhancing systems in lockstep with mission priorities.
+ Support the Program Manager in setting the technical vision for larger projects and coordinating technical work spanning multiple portfolio or product teams
+ Guide portfolios in leveraging Agile best practices and processes
+ Work with technical teams to produce deliverables spanning the System Engineering Lifecycle (SELC) from technical design to rollout
+ Facilitate rapid integration of features and tracking of metrics
+ Design and own technical solutions for broad or complex requirements with insightful strategic approaches
+ Describe, analyze, and drive agreement on major technical decisions
+ Contribute to Basis of Estimate (BOE) and Bill of Materials (BOM) buildups
+ Supervise, define, and oversee execution of Engineering activities within a project such as, systems planning, information security planning, performance management, capacity planning, testing and validation, risk assessment, bench marking, information engineering, and staff development
+ Assist in risk management by analyzing security implications of system changes (e.g., security implications of transitioning from IPv4 to Internet Protocol version 6 (IPv6))
+ Work with the Executive Program Manager to review engineering roadmaps, product initiatives, timetables, proposals, reports, and evaluations of achieved results.
+ Identify opportunities for innovation, process improvement, and operational efficiency
+ Lead Portfolio Managers and technical SMEs in designing and evaluating Analysis of Alternatives to deliver formal evaluations of vendors and technologies for best fit within CBP operational areas
+ Identify, assess, and resolve complex business problems/issues/risks
+ Assist with contractor team and supplier assessment and evaluations
+ May perform other duties as assigned
**You have:**
+ Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria include, but not limited to:
+ 3-year check for felony convictions
+ 1-year check for illegal drug use
+ 1-year check for misconduct such as theft or fraud
+ Minimum Bachelor's Degree in a technical discipline and 10 years of Information Technology (IT) experience
+ Strong business acumen and highly capable of project roadmap planning, execution, and scheduling.
+ Experience managing portfolios of teams in Agile software development environments.
+ **Must be available to work a hybrid schedule with an on-site requirement in Sterling, VA**

+ Understanding traditional software development life cycle, including planning, development, requirements management, CM, quality assurance, and release management
+ Solid experience in incremental software development projects using an Agile Scrum approach
+ Communicating and adapting in an Agile Environment

+ Taking complex problems and breaking them into manageable pieces
+ Helping your team do their best work
+ Problem-solving and analytics skills
**Bonus would be having:**
+ Current and relevant experience with Customs and Border Protection (CBP) applications.
+ Experience with Model Based Systems Engineering
+ Project Management Institute (PMI) Project Management Professional PMP Certification
+ ITIL Foundation Certification

**Pay Range** : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$131,800 - $290,000
