The Opportunity:
The successful candidate will be responsible for overseeing the design, development, and maintenance of complex systems across our organization. This role requires a strong technical background, excellent leadership skills, and the ability to drive innovation in systems engineering practices. Our Lead Systems Engineer ensures successful implementation of customer and program architectural, technical, and business objectives using Agile development, testing, and delivery techniques across complex, integrated system components. As a key member of our team, the Lead Systems Engineer possesses a strong leadership acumen to successfully guide the entire systems engineering lifecycle, from concept development through deployment and maintenance
Responsibilities:
Oversees infrastructure, COOP/Disaster Recovery, performance and capacity, databases, systems administration, application administration, operating systems, network engineering, and storage engineering
Mentors other engineers and developers with a focus on human-centered engineering techniques, fostering their professional growth and ensuring high-quality deliverables
Implements best practices and ensures adherence to systems engineering methodologies and processes related to implementation of HR information systems.
Provides planning, standup, and support of DevSecOps platforms that support Agile development, testing, and delivery
Conducts system performance analysis and recommends optimizations to improve efficiency and reliability and drive exceptional business value to end users.
Identifies and mitigates potential risks in system design and implementation.
Ensures compliance with industry standards, regulations, and internal policies.
Leads technical discussions with stakeholders, including clients, vendors, and internal teams.
Collaborates with cross-functional teams to gather and analyze system requirements, ensuring alignment with business objectives.
Stays current with emerging trends and technologies in systems engineering and related fields.
Researches, evaluates, and recommends innovative processes, software, hardware, integration technologies, cloud services, and leading-edge capabilities to enhance system component performance, capacity, ease-of-use, etc. using quantifiable metrics.
Develops and manages project timelines, resources, and budgets related to systems engineering initiatives.
Participates in the development of proposals and cost estimates for new projects.
Qualifications:
Required:
Bachelor’s or Master’s degree in Information Technology, Systems Engineering, Computer Science or other technically-relevant field
At least 10 years technical experience including at least 5 years senior-level experience leading system engineering efforts, ideally for HCM or HR systems and associated development and delivery environments
Demonstrated knowledge of industry standards and implementation of HCM/HR information systems
Strong knowledge of systems engineering principles, methodologies, and best practices.
Experience with requirements management tools and processes.
Familiarity with Agile and DevSecOps practices in a systems engineering context.
Strong understanding of system integration, testing, and validation processes.
Excellent problem-solving and analytical skills.
Outstanding leadership and team management abilities.
Strong communication skills, with the ability to convey complex technical concepts to both technical and non-technical audiences.
Ability to successfully pass a background investigation to gain access to government systems and facilities
Desired:
Expertise in system modeling, simulation, and analysis tools.
Relevant certifications (e.g., Certified Agilist, INCOSE Certified Systems Engineering Professional)
Experience designing, developing, and delivering Oracle cloud-based HCM SaaS solutions
Experience with ERP implementation for large-scale projects
Experience in delivering systems for Department of Defense (DoD), Federal Civilian, and/or other Public Sector customers

The proposed salary range for this position is:
